• Liquor transfers were reduced by $146,395 1 <br />o Initiate a Building improvement levy of $73,000 in lieu of liquor transfer 2 <br />• Increase CIP levy by $30,990 3 <br />• Increase in all levies totals $219,075 or 3.76% 4 <br /> 5 <br />Councilmember Gray asked about the expenditures and noted it is misleading on the Police 6 <br />Department expenses, as it is the cost the City incurs by providing contract service for Falcon 7 <br />Heights and Lauderdale. The amount for providing service for St. Anthony is actually lower. Ms. 8 <br />Rueckert stated if the contracts were removed from the 49% it would be less. 9 <br /> 10 <br />Councilmember Stille stated there are many components that go into this. The City is trying to 11 <br />solve various issues one being the loss in liquor revenue, personnel, the road debt, and capital 12 <br />improvements. 13 <br /> 14 <br />Mayor Faust stated only 51% of the budget comes from property taxes. The City is receiving 15 <br />some economies of scale in the contracts plus being more frugal and watchful. This amounts to 16 <br />less of an impact to the residents. In the last 16 years, we have garnered almost $20M in grants. 17 <br /> 18 <br />Mayor Faust closed the public hearing at 7:22 p.m. 19 <br /> 20 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 15-21 <br />073; a Resolution Setting the Final 2016 Tax Levy and Adopting the 2016 Budget Document for 22 <br />the City of St. Anthony Village. 23 <br /> 24 <br />Motion carried unanimously 25 <br /> 26 <br />Mayor Faust thanked Staff for their hard work and thanked the residents for their continued 27 <br />support. 28 <br /> 29 <br />V. REPORTS FROM COMMISSION AND STAFF 30 <br /> 31 <br />A. Resolution 15-074 a Resolution Approving a Request for an Amendment to Existing 32 <br />Conditional Use Permit to Allow the Sale of Alcoholic Beverages at 2510 Kenzie 33 <br />Terrace. 34 <br /> 35 <br />Planning Commissioner Dominic Papatola reviewed the applicant is requesting an amendment to 36 <br />the existing conditional use permit (CUP) to allow the sale of alcoholic beverages on the 37 <br />Property located at 2510 Kenzie Terrace is consistent with the intent of the Zoning Ordinance 38 <br />and the City’s comprehensive Plan. Staff recommends approval of the Applicant’s request. 39 <br />Seven conditions are proposed for the amendment to the CUP and all other criteria has been met. 40 <br /> 41 <br />Mr. Papatola reviewed that the property has been utilized for commercial uses for the past 42 <br />several decades, and has been in close proximity to single-family residential land uses. The 43 <br />exterior of the existing buildings on site will not change in any way, nor will the layout of the 44 <br />existing parking lot. The addition of the sale of alcoholic beverages is not expected to have an 45 <br />adverse effect on the surrounding neighborhood or a significant change in the daily business 46 <br />operation.
