B. Resolution 15-076 a resolution Approving Plans and Specifications, and Authorizing 1 <br />Advertisements for Bids for the 2016 Street and Utility Improvement Project. 2 <br /> 3 <br />City Engineer Todd Hubmer reviewed the resolution for Council’s consideration approving the 4 <br />plans and specifications and authorizes the advertisement for bids for the 2016 Street and Utility 5 <br />Improvement Project. Bids are anticipated to be opened on or near January 27, 2016 and the bid 6 <br />results will be brought to the Council for consideration in February. Mr. Hubmer reviewed the 7 <br />reconstruction projects including Street and Utility Reconstruction for Stinson Boulevard from 8 <br />37th Avenue NE to Silver Lane NE; Trail and Sidewalk Improvements for 8’ bituminous trail 9 <br />along west side of Stinson Boulevard between 37th Place N and 40th Avenue NE (This is a 10 <br />Columbia Heights improvement) along with Salo Park sidewalk replacement and decorative 11 <br />lighting along the east side of Stinson Boulevard NE between 37th Avenue NE and Silver Lane 12 <br />NE. 13 <br /> 14 <br />Mr. Hubmer reviewed the Project Cost and Funding Breakdown. Funding sources include special 15 <br />assessment, street & utility reconstruction funds and municipal state aid funds. Mr. Hubmer 16 <br />provided the proposed schedule for the project. 17 <br /> 18 <br />Mayor Faust asked when the sidewalks will go in and Mr. Hubmer stated they will be the last 19 <br />thing to happen (fall of 2016). 20 <br /> 21 <br />Motion by Councilmember Brever, seconded by Councilmember Jenson, to approve Resolution 22 <br />15-076; a Resolution Accepting Plans and Specifications and Ordering Advertisement for Bids 23 <br />for the 2016 Street and Utility Improvements. 24 <br /> 25 <br />Motion carried unanimously 26 <br /> 27 <br />C. Resolution 15-077 a resolution Restricting Parking Along the East Side of Stinson 28 <br />Boulevard for the 2016 Street and Utility Improvement Project. 29 <br /> 30 <br />City Engineer Todd Hubmer reviewed the resolution for Council consideration approving 31 <br />restricting parking along Stinson Boulevard between 37th Avenue NE and Silver Lane NE to 32 <br />accommodate the proposed roadway width and allow for the construction of the future sidewalk 33 <br />within the City right-of-way. Prior to this project parking has been prohibited on Stinson 34 <br />Boulevard, however to satisfy MnDOT State Aid requirements a formal resolution prohibiting 35 <br />parking must be recorded. 36 <br /> 37 <br />Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution 38 <br />15-077; a Resolution Restricting Parking along the East Side of Stinson Boulevard for the 2016 39 <br />Street and Utility Improvement Project. 40 <br /> 41 <br />Motion carried unanimously 42 <br /> 43 <br />D. Resolution 15-078 a resolution Approving Combination Wine/Strong Beer License for 44 <br />Catrina’s located at 2510 Kenzie Terrance. 45 <br /> 46 <br />City Manager Mark Casey explained Catrina’s, located at 2510 Kenzie Terrance, is requesting a 47 <br />Wine/Strong Beer License. Staff has completed background checks on the business owners as 48 <br />13
