The amount for providing service for St. Anthony is actually lower. Ms. <br />Rueckert stated if the contracts were removed from the 49% it would be less. <br />Councilmember Stille stated there are many components that go into this. The City is trying to <br />solve various issues one being the loss in liquor revenue, personnel, the road debt, and capital <br />improvements. <br />Mayor Faust stated only 51 % of the budget comes from property taxes. The City is receiving <br />some economies of scale in the contracts plus being more frugal and watchful. This amounts to <br />less of an impact to the residents. In the last 16 years, we have garnered almost $20M in grants. <br />Mayor Faust closed the public hearing at 7:22 p.m. <br />Motion by Councilmember Stille seconded by Councilmember Granno approve Resolution 15 <br />073: a Resolution Setting the Final 2016 Tax Levy and Adopting the 2016 Budget Document for <br />the City of St. Anthony Village <br />Motion carried unanimously <br />Mayor Faust thanked Staff for their hard work and thanked the residents for their continued <br />support. <br />V. REPORTS FROM COMMISSION AND STAFF <br />A. Resolution 15 -074 a Resolution Approving a Request for an Amendment to Existing <br />Conditional Use Permit to Allow the Sale of Alcoholic Beverages at 2510 Kenzie <br />Terrace. <br />Planning Commissioner Dominic Papatola reviewed the applicant is requesting an amendment to <br />the existing conditional use permit (CUP) to allow the sale of alcoholic beverages on the <br />Property located at 2510 Kenzie Terrace is consistent with the intent of the Zoning Ordinance <br />and the City's comprehensive Plan. Staff recommends approval of the Applicant's request. <br />Seven conditions are proposed for the amendment to the CUP and all other criteria has been met. <br />Mr. Papatola reviewed that the property has been utilized for commercial uses for the past <br />several decades, and has been in close proximity to single - family residential land uses. The <br />exterior of the existing buildings on site will not change in any way, nor will the layout of the <br />existing parking lot. The addition of the sale of alcoholic beverages is not expected to have an <br />adverse effect on the surrounding neighborhood or a significant change in the daily business <br />operation. Having a restaurant continue to occupy a portion of the south building will provide an <br />
