Resolution 15-08 la resolution Approving the 2016 Appointments and the Chair and Vice 8 Chair to the Planning Commission 9 10 Mayor Faust reviewed the recommendation to appoint Marcey Westrick, Mark Kalar and 11 Marshall Lichty to the Planning Commission beginning January 1, 2016 for a three -year term 12 and appointing Jim Gondorchin as Chair and Dominic Papatola as Vice Chair for the Planning 13 Commission for 2016. 14 15 Motion by Councilmember Stille seconded by Councilmember Gray, to approve Resolution 15 16 081; a Resolution approving the 2016 appointments and appointing the Chair and Vice Chair to 17 the Planning Commission 18 19 Motion carried unanimously 20 21 H. Ordinance 2015 -06 an Ordinance Approving CenturyLink Franchise Agreement and 22 Findings of Fact 23 24 City Manager Mark Casey explained this is the third and final reading of an ordinance to approve 25 the CenturyLink Franchise Agreement and Findings of Fact. The first reading was held at the 26 November 10, 2015 St. Anthony City Council meeting and the second reading was held at the 27 November 24, 2015 St. Anthony City Council meeting. Following the adoption of the ordinance, 28 the ordinance goes into effect upon publication in the St. Anthony Bulletin, which is the official 29 newspaper for the City of St. Anthony. Mr. Casey noted a letter was received from Comcast. 30 31 Councilmember Gray stated the letter from Comcast noted their objections. The items raised 32 were not an issue. CenturyLink subscribers will be paying the same monthly fees that they pay to 33 Comcast. The benefit is competition. 34 35 Councilmember Stille stated the letter was a form letter. CenturyLink is indemnifying the City 36 for this agreement. 37 38 Mayor Faust stated this is good for the residents and will give them a service choice. 39 40 Motion by Councilmember Grav seconded by Councilmember Brever, to approve third and final 41 reading of Ordinance 2015 -06• an Ordinance granting a franchise to Owest Broadband Services 42 Inc. D /B /A CentInLmk, to construct operate and maintain a cable communications system in 43 the City of St. Anthony setting forth conditions accompanying the grant of the franchise 44 providing for regulation and use of the system and the public rights-of-Kay in conjunction with 45 the City's right -of -way ordinance if any, and prescribing penalties for the violation of the 46 provisions herein. 47 48 Motion carried unanimously
