Resolution 15 -082 a Resolution Approving Summaa Publication of Ordinance 2016 -06 <br />CenturvLink Franchise Agreement <br />Mayor Faust reviewed the summary publication of Ordinance 2015 -06 CenturyLink Franchise <br />Agreement. Minnesota Statute 412.191 (4) allows for summary publications in cases where the <br />ordinance publications are lengthy, or ordinances include charts or maps. <br />Motion by Councilmember Brever, seconded by Councilmember Gray, to approve Resolution <br />15 -082; a Resolution Approving Summary Publication for Ordinance 2016-06. <br />Ordinance 2015 -07 an Ordinance Setting Sewer Water and Storm Water Charges for <br />2016. <br />City Manager Mark Casey stated this is the third and final reading of an ordinance to approve the <br />2016 sewer, water and storm water charges. The first reading was at the November 10, 2015 St. <br />Anthony City Council meeting, the second reading was at the November 24, 2015 at the St. <br />Anthony City Council meeting. Following the adoption of the ordinance, the ordinance will be <br />published in the St. Anthony Bulletin, which is the official newspaper for the City of St. <br />Anthony. The ordinance will become effective January 1, 2016. <br />Motion by Councilmember Stille seconded by Councilmember Brever, to approve third and <br />final readine of Ordinance 2015 -07• and Ordinance Amending Sections 33.018 sewer charges to <br />owners; 33.036 water charges to owners and 33.090 charges for storm water facilities for St <br />Anthony Village effective January 1 2016 <br />Motion carried unanimously <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />Councilmember Gray stated he attended the work session November 30 and candidates were <br />interviewed for the Parks and Planning Commissions. Councilmember Gray also attended the <br />Strategic Planning Committee meeting for the North Suburban Communications Commission <br />where the survey results were discussed. Another meeting will be held in January. He attended <br />the regular meeting of the North Suburban Communications Commission and Access <br />Corporation where budgets were approved for 2016. There is no increase to the fees the City will <br />be paying next year. <br />Councilmember Brever stated she attended November 30 work session. She also attended the <br />Parks Commission meeting where a GreenCorp presentation on Tree City was made and Todd <br />Hubmer updated the Commissioners on the Highway Safety Improvement Project. <br />Councilmember Jenson stated he attended the November 30`h work session. <br />
