Under conditions of great emergency, the Chief of Police, his <br /> designated representative .or the regular Officer in charge may <br /> dispense weapons to Reserve Officers who meet .the requirements <br /> of Article VIII , No. 2 . <br /> 2 . Reserve Officers shall hecome knowledgeable and proficient in <br /> the use of firearms and shall be certified in their use before <br /> they. are allowed to use them. They are never to be carried, <br /> except when expressly authorized, however. <br /> Article VIII - Performance: <br /> Officers shall be expected to function at least to a satisfactory <br /> level, and are responsible for performance in the following areas: <br /> 1. Assistance to regular Police Officers of the St. Anthony Police <br /> Department. <br /> 2 . Assistance to the St. Anthony Fire Department, especially in the <br /> performance of its Civil Defense responsibilities . <br /> 3. Crime prevention programs, including house and business checks, <br /> as directed by the Chief of Police. <br /> 4 . Crowd and traffic control duties . <br /> 5 . Park patrol, especially to aid in preventing vandalism to public <br /> • property, and to develop a spirit of rapport with park users . <br /> 6 . Testifying, as needed, in. criminal prosecutions . <br /> 7 . Assisting other cities, as needed. <br /> 8 . To remain a member in good standing of the Police Reserve, <br /> Officers must spend at least 150 hours per year. in Reserve- <br /> -related duties , including training and membership meetings. <br /> Officers are not to spend less than eight hours in any one month <br /> in Reserve-related duties . Violation of this rule shall be <br /> grounds for disciplinary action under Article VII - Discipline. <br /> Article IX - Ride-Along: <br /> Reserve Officers may ride with regular Police Officers , subject to <br /> . the following: <br /> 1 . A Ride-Along is strictly up to the discretion of the Chief of <br /> Police and the regular Officer involved. <br /> 2 . Reservists desiring to be a Ride-Along must register on provided <br /> forms. <br /> 3 . Reservists are to be under the direct control and direction of <br /> • the regular Officer in the car . <br /> 4. Reserve Officers are not to drive a regular St . Anthony Police <br /> Department squad car unless authorized by the Officer in charge. <br />
