Ms. Susan L. VanderHeyden <br /> Acting City Manager <br /> Saint Anthony Village <br /> October 20, 1989 <br /> Page 2 <br /> 2 . PCA Clean-up Remediation Efforts. I have enclosed for your <br /> convenience a copy of the most recent correspondence of Delta <br /> Environmental Consultants, Inc. , ( "Delta" ) dated October 19, <br /> 1989 which summarizes the conclusions of Delta. Prior to this <br /> letter and subsequent to the last meeting of the council on <br /> July 18, 1989, the well drilling operation was halted because <br /> the testing company struck bed rock and had to cease the <br /> operations of the drilling. The next steps required to <br /> complete the testing was outside of that company' s expertise. <br /> A new testing company was employed and drilling operations <br /> were conducted on September 29, 1989 and October 2, 1989. A <br /> monitoring well was installed on August 23, 1989 and a second <br /> monitoring well was proposed in connection with the September <br /> and October drilling. <br /> You will note that Delta indicates in the final paragraph that <br /> at 72 feet no water was encountered indicating that ground <br /> water has not been impacted at this site. <br /> Delta will be preparing by November . 15, 1989 its <br /> recommendations for corrective action to the Minnesota <br /> Pollution Control Agency . ( "PCA" ) . <br /> -I understand that the next step is then up to the PCA who will <br /> make their decision in their normal course. <br /> One of the potential recommendations of the PCA might be the <br /> excavation of the site (which still might include the parking <br /> lot area) . <br /> 3 . Requested Recommendation of the City Council. Meta <br /> respectfully requests the Council to extend the time of the <br /> variance for an additional twelve months from October 23, . <br /> 1989. The request is based upon the following: <br /> a. The unforseen time delays caused by the testing and <br /> monitoring of the subterranean conditions of the site <br /> disadvantaged plans for the improvement of the parking <br /> lot area and as a result Meta has no "track history" of <br /> the use of the parking lot materials. <br /> b. The need for a temporary solution to the parking problems <br /> at the Kenzington requires the one year continuation to <br /> enable my client and the Kenzington residents to be able <br /> to accurately assess the parking needs for the <br /> Condominium. <br />
