Silver Lake Road Reconstruction Project <br /> Summary of Meeting <br /> Subject: Review of proposed reconstruction plans for <br /> Silver Lake Road from Silver Lane to Interstate <br /> 694 . <br /> Date: October 5, 1989 <br /> Participants: Sue VanderHeyden, Larry Hamer, City of St. <br /> Anthony; Paul Kirkwold, Dan Soler, Tim Mayasich, <br /> Ramsey County Public works Department. <br /> In 1987, the Metropolitan Council approved a request by Ramsey <br /> County to use Federal funds to reconstruct Silver Lake Road <br /> from Silver Lane to - Interstate-694 . The Transportation <br /> Advisory Board of the Metropolitan Council has established a <br /> sunset date of January 1 1995 for this project. This policy <br /> provides for the sunsetting of any project that has exceeded <br /> the program year letting date by more than three years. <br /> In accordance with Federal guidelines, Ramsey County has <br /> prepared a Project Path Report for the reconstruction of Silver <br /> • Lake Road. The report has received Federal and State approval . <br /> Ramsey County is now into the public involvement stage of the <br /> project development process. <br /> The purpose of this meeting was to discuss Ramsey County's <br /> proposed improvements to Silver Lake Road with representatives <br /> of the City of St. Anthony and to receive their comments <br /> concerning the proposed improvements. <br /> Ramsey County proposes to reconstruct Silver Lake Road from <br /> Silver Lane to I-694 as a five-lane roadway with two through <br /> lanes in each direction along with a two-way center left turn <br /> lane. Four foot wide medians are proposed on the approaches to <br /> the signalized intersections at Silver Lane, County Road E, 5th <br /> Street and 7th Street. In the more densely developed <br /> residential area between 5th Street and 7th Street, an <br /> alternate to the five-lane design is being considered. This <br /> alternate consists of providing a narrow raised center median <br /> rather than a center two-way left turn lane to minimize right <br /> of way acquisition. <br /> The proposed design of Silver Lake Road at the 7th Street/ <br /> Forestdale Road intersection is to leave the two street <br /> approaches offset and to prohibit northbound left turns into <br /> Forestdale by a center median extending into the intersection. <br /> Two other alternates are being considered for this <br /> intersection. One alternative would provide full access to the <br /> intersection by aligning 7th Street and Forestdale Road. The <br /> other would construct a cul-de-sac on Forestdale Road and <br /> provide a "T" intersection at Silver Lake Road and 7th Street. <br />
