Six foot wide sidewalks are proposed for both sides of Silver • <br /> Lake Road throughout the entire length of the project. <br /> Sidewalks located between 5th Street and 7th Street will be <br /> relocated directly behind the curb to minimize right of way <br /> acquisition. Parking will be restricted along both sides of <br /> Silver Lake Road. The present speed limit of 40 miles per hour <br /> should not change as a result of the proposed improvement. <br /> Traffic signals will be revised at the intersections of Silver <br /> Lake Road at Silver Lane, County Road E, 5th Street and 7th <br /> Street to accommodate the increased road width. The signals <br /> will also be interconnected to provide a coordinated system. <br /> Ramsey County held a work session with the City of New Brighton <br /> on October 3, 1989. The City of New Brighton has requested <br /> Ramsey County to consider removing the center two-way left turn <br /> lane from those portions of Silver Lake Road where few turning <br /> movements are generated. The section between Silver Lane and <br /> County Road E was one section recommended. Ramsey County <br /> agreed to develop new drawings that replace the turn lane <br /> with landscaped medians. The City also requested another work <br /> session between the City and the County to review the new <br /> drawings. <br /> The City of St. Anthony requested Ramsey County to consider the <br /> following recommendations and to meet with them at a later date • <br /> to review the impacts these recommendations would have on the <br /> proposed improvement project: <br /> Aesthetics: The City .of St. Anthony supports the City of New <br /> Brighton' s recommendation that the center turn lane be removed <br /> in those areas where few turning movements are generated and be <br /> replaced with landscaped medians. <br /> Ramsey County will create new drawings for the Silver Lake Road <br /> project that will replace the center left turn lane with <br /> landscaped medians and decorative lighting for those areas of <br /> the project where a two-way left turn lane is not required. <br /> Windsor Lane/Windsor Drive Intersections: <br /> The City of St. Anthony is concerned about the safety of the <br /> pedestrians who cross Silver Lake Road at the Windsor Lane <br /> intersection to access, the bus- shelter on the west side of <br /> Silver Lake Road. The City of New Brighton would consider the <br /> closing of the Windsor Drive entrance onto Silver Lake Road. <br /> Windsor Lane would become the only entrance into the Windsor <br /> development. This action may generate the necessary traffic to <br /> warrant a stop sign or a signal . <br /> Ramsey County would consider the placement of a bus turnout on <br /> the west side of Silver Lake Road across from Windsor Lane. <br /> Ramsey County, in coordination with the City Administrator, <br /> will schedule a work session with the St. Anthony City Council <br /> after it has met again with the City of' New Brighton.
