13 <br /> City Council Regular Meeting Minutes <br /> April 11, 2000 <br /> Page 13 <br /> l Additionally, in regard to the ongoing-project of the removal of homes on Pahl Avenue, prelimi- <br /> 2 nary specifications for the sale of the houses on Pahl Avenue have been prepared and reviewed <br /> 3 by the City Attorney. The bid documents will be completed and the advertisement for bids <br /> 4 published the first week of May 2000. Bids will be received at the end of May or the first part of <br /> 5 June and work will begin shortly thereafter. The project is anticipated to be completed no later <br /> 6 than fall of 2000. <br /> 7 Regarding the Harding Street Sanitary Sewer Lift Station, Mr. Hubmer stated that discussions <br /> 8 have been completed with the City of Minneapolis and preliminary approval has been obtained to <br /> 9 divert the Harding Street sanitary sewer lift station into the City of Minneapolis.in the vicinity of <br /> 10 37th Avenue and Stinson Boulevard. Additionally, a letter is currently being prepared and antici- <br /> 11 pated to be presented to the Council in April or May 2000 regarding the rehabilitation of the lift <br /> 12 station. <br /> 13 Lastly, in connection with the Harding Street Storm Water Pond, a neighborhood meeting was <br /> 14 held on February 29, 2000 to receive input on a number of alternatives which were prepared and <br /> 15 presented to the residents. At that meeting,there was a consensus to take one of the four options <br /> 16 to preliminary design. A second public information meeting is anticipated for April or May and <br /> •17 a preliminary plan is expected to be presented to the Council in May 2000. <br /> 18 Mornson contributed that the City is acquiring 13 easements, and fair compensation needs to be <br /> 19 made for the value of the easements. A second appraisal is an option to arrive at fair compensa- <br /> 20 tion. City Attorney Soth added that the City cannot authorize the appraisals until the design is <br /> 21 completed. Momson offered that a design is close to completion and the City needs to consider <br /> 22 the appraisal process. <br /> 23 In connection with Silver Point Park, Morrison explained that the restroom/warming house, <br /> 24 parking, lighting, hockey rink, etc. are not items that are included in the Knutson contract. An <br /> 25 additional contract would need to be entered into to complete those items. <br /> 26 C. City Manager. <br /> 27 City Manager Momson directed the Council's attention to pages 102-103 of the agenda package, <br /> 28 which listed an updated summary of the City's costs for the Silver Lake Road Bridge Project. <br /> 29 Construction is anticipated to begin May 8, 2000, and the project bid opening was March 22, <br /> 30 2000. The total cost for the City is estimated to be $844,629.40. <br /> 31 On another subject, Morrison pointed out page 104 of the Council's agenda package which <br /> 32 depicted a memorandum from Assistant City Manager Spencer Isom. The,information in the <br /> 33 memorandum listed key dates of which the Council should be aware in connection with Hillcrest <br /> 34 Development and the Apache Plaza redevelopment. <br /> 0 <br />
