15 City Council Regular Meeting Minutes April 11, 2000 • Page 15 1 Cavanaugh reported that he was informed by the Cable Commission that two new cable franchise 2 applications had been received. He believed that creates the possibility of increased competition 3 and potentially lower rates. 4 Furthermore, CTV's Channel 98 has invited the City to have the Council meetings televised on 5 that channel. This would be in addition to the regular telecast on cable. 6 Cavanaugh noted that at the public hearing earlier regarding 29th Avenue sidewalks, a significant 7 departure from past practice was noticed. In other words, most of the time residents are invited 8 to address the Council from the podium and microphone. This time,residents spoke during 9 informal question and answer sessions from the audience, in addition to formally expressing 10 opinions at the podium. Cavanaugh felt that such a variation would be a productive manner in 11 the future to promote participation and inquired about the possibility of obtaining a portable 12 microphone so that viewers at home could hear the residents. 13 Hodson agreed with the concept and stated that the ability is present to put microphones out into 14 the audience. He noted the possibility that approaching the podium and microphone could pres- 15 ent an intimidation factor for some residents. 016 Sparks wished to remind the Council that the policy might need to be reviewed regarding more 17 informal meetings with residents prior to televised Council meetings in order to facilitate aware- 18 ness of issues and reduce the potential for conflicts. 19 XI.
