15 <br /> City Council Regular Meeting Minutes <br /> April 11, 2000 <br /> • Page 15 <br /> 1 Cavanaugh reported that he was informed by the Cable Commission that two new cable franchise <br /> 2 applications had been received. He believed that creates the possibility of increased competition <br /> 3 and potentially lower rates. <br /> 4 Furthermore, CTV's Channel 98 has invited the City to have the Council meetings televised on <br /> 5 that channel. This would be in addition to the regular telecast on cable. <br /> 6 Cavanaugh noted that at the public hearing earlier regarding 29th Avenue sidewalks, a significant <br /> 7 departure from past practice was noticed. In other words, most of the time residents are invited <br /> 8 to address the Council from the podium and microphone. This time,residents spoke during <br /> 9 informal question and answer sessions from the audience, in addition to formally expressing <br /> 10 opinions at the podium. Cavanaugh felt that such a variation would be a productive manner in <br /> 11 the future to promote participation and inquired about the possibility of obtaining a portable <br /> 12 microphone so that viewers at home could hear the residents. <br /> 13 Hodson agreed with the concept and stated that the ability is present to put microphones out into <br /> 14 the audience. He noted the possibility that approaching the podium and microphone could pres- <br /> 15 ent an intimidation factor for some residents. <br /> 016 Sparks wished to remind the Council that the policy might need to be reviewed regarding more <br /> 17 informal meetings with residents prior to televised Council meetings in order to facilitate aware- <br /> 18 ness of issues and reduce the potential for conflicts. <br /> 19 XI.
