Planning Commission Meeting Minutes 62 <br /> April 18, 2000 <br /> Page 7 <br /> • <br /> (2) The proposed conditional use will not be detrimental to the health, safety, or general wel- <br /> fare of persons resident or working in the vicinity or injurious to property values or im- <br /> provements in the vicinity; <br /> (3) The proposed conditional use is necessary or desirable at the above location to provide a <br /> service or a facility which is in the interest of public convenience and will contribute to <br /> the general welfare of the neighborhood or community; and <br /> (4) The installation equipment shall be painted in a color that coordinates with the building; <br /> and <br /> (5) The operation and maintenance of this equipment shall not be deleterious to other <br /> existing electronic communications in the City. <br /> Motion carried unanimously. <br /> Bergstrom reminded Mr.Nelson that the issue of a conditional use permit for Nextel Communi- <br /> cations will be presented to the City Council at the April 25, 2000 meeting. Additionally, he <br /> stated that a representative from the Planning Commission would be present to review this issue <br /> with the City Council at the meeting scheduled for April 25, 2000. <br /> In this respect, Chair Bergstrom requested that Commissioner Hanson attend the City Council <br /> meeting on April 25, 2000 as the Planning Commission Liaison. <br /> In returning to the issue of a PUD in connection with the redevelopment of Apache Plaza, Chair <br /> Bergstrom invited Mr. Carlson (DSU) to speak further about the potential zoning changes and <br /> explanation of a PUD. <br /> Mr. Carlson stated that in developing a PUD as a zoning district, three key words are incorpo- <br /> rated into the plan: (1) flexibility; (2) mixed use; and (3) one or more parcels. Additionally, he <br /> stated that the City would have greater discretion in connection with the PUD than it would have <br /> with a simple zoning change. <br /> In this regard, Mr. Carlson directed the Commission's attention to a handout comprising of Sec- <br /> tion 1655 regarding Planned Unit Developments. In essence, a Planned Unit Development <br /> (PUD) is a zoning district which may include single or mixed uses, one or more lots or parcels, <br /> intended to create a more flexible, creative, and efficient approach to the use of land and subject <br /> to the procedures, standards, and regulations. <br /> Mr. Carlson continued by reviewing Section 1655 in detail with the Commission and offering ex- <br /> 0 planations and insights into the specifics of the Section. <br />
