CITY OF ST. ANTHONY <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> • MINUTES <br /> January 25, 1983 <br /> The meeting was called to order by Chairman Sundland at 9 : 20 P.M. <br /> Present for roll call: Sundland, Vice Chairman Letourneau, Secretary/ <br /> Treasurer 'Marks , and Commissioners Enrooth and <br /> Ranallo. <br /> Absent: Childs . <br /> Also present: Richard Krier, Westwood Planning and Engineering Co. , <br /> Planning Consultant; Larry Hamer, Acting Executive <br /> .Director; and Judy Makowske, Planning Commission <br /> Chairman. <br /> Motion by Commissioner Ranallo and seconded by Secretary/Treasurer <br /> Marks to approve as submitted the minutes of the January 11 , 1983 <br /> H. R.A. meeting. <br /> Motion carried unanimously. <br /> There was an indepth discussion of the three candidates who had been <br /> interviewed January 11th for the position of Financial Consultant to <br /> • the Kenzie Terrace Redevelopment Project with a general consensus <br /> that the services of the consultant could be utilized for other re- <br /> development projects when this one is completed. Councilman Marks <br /> estimated there would be at least six other projects in the next ten <br /> years and said he believes it would be essential that the best bond <br /> rating for the City be established as soon as possible. He then made <br /> the motion that the Council appoint the Springste d Co. Financial <br /> Consultant to the Kenzie Terrace Redevelopment Project. There was <br /> no immediate second of his motion and the discussion was resumed. <br /> The Chairman told the other H. R.A. members the memo he had distributed <br /> earlier had sought their reactions to his recommendation related to <br /> the method of selecting the consultant but there- had been none forth- <br /> coming. He said he agreed with the Secretary/Treasurer that getting <br /> the best bond rating possible was essential but recalled that during <br /> the January 11th meeting it was pretty much agreed that all three <br /> firms seemed equally qualified for the appointment. Commissioner <br /> Ranallo said if this was the case, he guessed the firm who Mr . Krier <br /> believes he could work best with should be selected. <br /> Mr. Krier indicated he believes the H.R.A. should select the consultant <br /> they would be the most comfortable with. However, he does not believe <br /> any consultant could promise to get the City an A-1 rating . He also <br /> believed there would be little change in the proposals they had made <br /> and cautioned the -H.R.A. would probably have to live with the fees <br /> • which are close to those contained in the original proposals and that <br />
