-2- <br /> the City would have to pay for services other than initially agreed to <br /> ® just as they would for extra services provided by his firm. <br /> Councilman Marks indicated the reason he had asked for a voice vote <br /> on the selection was that he believes these votes should be recorded <br /> and each member should be willing to. defend his choice and he did not, <br /> see a unanimous vote possible . Commissioner Enrooth and Vice Chairman <br /> Letourneau indicated they would prefer a ballot be taken. <br /> Motion by Secretary/Treasurer Marls and seconded by Chairman Sundland <br /> to appoint the Springsted. Company as Financial Consultant to the <br /> H. R.A. for the Kenzie Terrace Redevelopment Project. <br /> Voting on the motion: <br /> Aye : Marks , Sundland, Ranallo and Letourneau. <br /> Nay : Enrooth. <br /> Motion carried. <br /> The procedure for interviewing the two developers for the Kenzie <br /> Terrace project was reviewed with Mrs . Makowske who was told that in <br /> fairness to them, questions or comments from other than the H. R.A. <br /> members and staff could not be allowed, although Planning Commission <br /> members and other participants in the project planning, such as the <br /> • Kenzie Task Force and the previous City Mayor would be invited to <br /> observe . Public input, however, would be sought during the 90 day <br /> interim between the selection of the developer and the actual signing <br /> of the contract for the project. Mr. Krier anticipates a meeting <br /> between the developer and the Planning Commission during this period <br /> of negotiation would be very helpful . However, the Planning Consultant <br /> advised that the major portion of the proposal which is selected <br /> would probably not be altered to a great degree because the developer <br /> is restricted to a great degree by the type of development which the <br /> banks and the government approve. <br /> Mr. Krier advised those present that' in many cases the developers would <br /> have to have almost 75% of the project reserved before any construction <br /> contract could be signed. He concluded his report by listing all the <br /> firms he had contacted either by mail or personally to solicit a <br /> proposal , giving the reasons many of them indicated for not submitting <br /> a proposal . <br /> Motion by Commissioner Ranallo and seconded by Secretary/Treasurer Marks <br /> to adjourn the Housing and Redevelopment Authority at 10 : 30 P.M. <br /> Motion carried unanimously. <br /> a <br /> Respectfully submitted, <br /> t <br /> Helen Crowe , Secretary <br />
