Childs, City Manager <br /> SUMMARY DISCUSSION OF SUBJECT: In the past, the Di ty has used Dorsey and <br /> Whitney as our general legal counsel as well as providing the misdemeanor and gross <br /> misdemeanor prosecution work. Some concern has been experienced by myself and the <br /> police department centering around the prosecution system which involves at least <br /> an annual rotation of a new person into the duties of prosecutor - these persons <br /> generally being relatively young attorneys who are learning the ropes and gaining <br /> valuable court experience. Because this is valuable to the Dorsey Firm for train- <br /> ing purposes , they have substantially underwritten the total prosecution cost to <br /> the City and in 1983 the cost will not exceed $18,000. We have found , however, that <br /> for an equal or lesser cost we can provide much more experienced attorneys who <br /> • can do the work without the turnover and "training" process which is frustrating <br /> to our police officers. <br /> Two local firms have actively expressed interest in the prosecution work and their <br /> proposals are attached. I do not recommend that the general legal work for the <br /> City be changed from the Dorsey Firm and Bill Soth, but a change in the prosecution <br /> work would not present problems in our relationship with the Dorsey Firm and might <br /> provide a benefit in terms of continuity in the prosecution area which we presently <br /> do not experience. <br /> RECOMMENDATION : Per Council . <br /> CITY MANAGER' S REVIEW: COMMENTS : <br />
