Participant Urban Hennepin County Communities February 15, 1984 Page Two As presented in the Program Update memo, HUD has informed Hennepin County that Year X Urban Hennepin •County CDBG will be reduced by up to _ $776,000 to $2,976,000 from the Year IX grant amount of S3,752,000. This reduction is due to incorporation of the 1980 Census data for Over- crowded Housing Units within the HUD Allocation formula. In like manner, as required by the joint cooperation agreement, the 1980 Census data is to be used in determining the target planning allocation for each community. At' this time; Hennepin County has not received the Over-crowded Housing data from HUD, but to facilitate the local program development process, a preliminary schedule of Target Planning Allo- cations for Year X has been prepared using the reduced entitlement grant amount and Year IX formula data. It is expected that for each community the target amount will be revised with use of the 1980 Over-crowded Housing statistics. A revised schedule will be distributed as soon as the data is provi.ded by HUD. Also, to assist in the Year X Planning process, a draft of the Statement of Objectives is- included for review comment. Of note are- chan,ggs, in.. the Program Planning, and Administration section and the inclusion of the Displacement section. It is requested that comments on the Araft Statement of Objectives for Year X be submitted to the planning area representative by March 15, 1984. A Year X application form :his also included in the accompanying packet. In preparing the project application form(s) , it is necessary that the project descriptions ,and implementation schedules 'be as complete as possible .
