• MEMORANDUM <br /> . DATE: November 9 , 1984 <br /> TO: Mayor and Council <br /> FROM: David Childs , City Manager <br /> SUBJECT: Fosston Townhouse - No Parking Signs <br /> ------------------------------------------------------------------------ <br /> Attached are several documents relating to a request from the Fosston <br /> Townhouse Board of Directors for No Parking signs to be located on the <br /> east side of Foss Road, immediately adjacent to the townhomes . The <br /> following are facts as I understand them : <br /> 1. Currently, parking is prohibited on the west side of Foss Road south <br /> of the rest home and 1 hour parking is permitted adjacent to the <br /> rest home . On the east side of Foss there is currently no parking <br /> prohibition at all . . <br /> 2 . Truck traffic is not allowed on Foss Road. <br /> 3 . Foss Road is 30 feet wide - a typical residential width. <br /> 4 . Considerable traffic is found on Foss Road, particularly at the <br /> intersection of County Road "D" , due to <br /> a. the rest home ; <br /> b. 19 units of Fosston; <br /> c. 108 units of the Caravelle Apartments . <br /> 5 . The Fosston Board of Directors voted to request the proposed signs <br /> in February of 1984 . <br /> 6 . The City Manager forgot to study the matter and have the signs put <br /> in and was reminded in October. <br /> 7 . After review, and with the assumption that all of the Fosston <br /> residents were aware of the actions , the signs were installed in <br /> October. <br /> 8 . Within hours after the signs were installed, I received communications <br /> from 6 of the 19 Fosston residents , most of whom are the residents <br /> most affected by the signs . <br /> A. They were unaware of the Board' s action. <br /> B. They were against the signs . <br /> • 9 . Recognizing a serious difference of opinion regarding the signs and <br /> that the Board may not have- received adequate input from the other <br /> residents of the association, I scheduled a meeting at which both <br /> sides were asked ' to give their input. <br />
