-2- <br /> A summary- of the input includes the following. findings : <br /> Those in favor of. the signs state the following :. • - <br /> a. The street is too narrow for 2 cars to pass when parking is allowed <br /> on both sides . <br /> b. A traffic hazard exists at the intersection of 37th and Foss when . <br /> parking is allowed on both. sides . This condition is aggravated in <br /> the winter where Foss is uphill to 37th. <br /> c. Fosston residents who abut Foss Road already have more parking than <br /> interior units, so they don' t need the extra parking. <br /> d. The residents of the Caravelle Apartments also would like parking <br /> prohibited as proposed by the Fosston Board. <br /> Those against the signs : <br /> a. Concede that between the south driveway and 37th Avenue a sign is <br /> probably desirable due to the intersection and the existence of a <br /> fire hydrant in that location. <br /> b. Do not perceive a traffic danger north of the driveways . <br /> C. Feel that this street is similar to most residential streets in <br /> St. Anthony , where parking is generally permitted on both sides . • <br /> d. Feel that the extra 3 on-street spaces which would be lost would be <br /> a loss to the entire townhouse association. <br /> Staff Reflections <br /> 1 . No matter what decision is made , a number of residents will be un- <br /> happy with the outcome . <br /> 2 . A definite hazard exists right at the intersection and parking should <br /> be prohibited on the east side of Foss Road, south of the last <br /> driveway . <br /> 3. The current situation has existed for many years with a certain level <br /> of annoyance to some of the neighbors , but the real hazard exists <br /> at the intersection and the sign described in #2 will alleviate the <br /> danger and most probably most of the inconvenience. <br /> 4 . I recommend that the other requested sign not be installed for the <br /> present time and that the singular effect of the southern sign on the <br /> overall traffic flow be monitored, with my opinion being that it will <br /> not be found necessary. At a minimum, the evaluation might be in <br /> order after the completion of County Road "D" . <br /> 5. A copy of this memo has been forwarded to all of the Fosston resi- • <br /> dents and the owner of the Caravelle Apartments , as well as the <br /> St. Anthony Health Center at their request. <br /> DMC/cjk <br />
