-2- <br /> CITY MANAGER' S-.COMMENTS: In anticipation of: such: a request, the . <br /> budget for •1987 contains .funds to give 1/2 ,of the requested; <br /> increase. I have indicated to the members 'of their <br /> Committee that I would support a 2 year phase-in of -their <br /> request with half in 1987 and the remainder in 1988. <br /> It is-,extremely difficult to compare our volunteer benefit, <br /> program with other. department's, but a general scenario <br /> is as follows: <br /> 1 . Pensions. . Our pension of $600.00 per service. year is on <br /> the low end. -Many cities provide a tax levy to the <br /> volunteer firefighters in addition to the 2% State Aid. <br /> In addition, unlike other departments, we have an agree- <br /> ment that -if their fund balance cannot cover their pension <br /> amount, they will reduce the pension amounts rather than <br /> the City being required to special levy for the deficit. <br /> As far as I am aware, no other City has such an agreement, <br /> which is an excellent safeguard. <br /> 2. Hourly Pay. A survey exists which shows hourly pay which <br /> ranges from $2.00 per hour in Bloomington to $11 .00 in <br /> Hastings and several with 2 hour minimums which total. <br /> $13 . 00 to $14. 00 per call. <br /> Thus, we appear to be low on pensions and right in- the. <br /> middle on hourly pay. The proposed increases will in no way. <br /> put us' out of line, especially with the cost control we have <br /> in place relating to pension. <br /> DMC:cjk <br />
