Decision <br /> Resources Ltd. <br /> TO: Dave Childs, City Manager <br /> FROM: Bill Morris <br /> DATE: December 4, 1987 <br /> SUBJECT: Several Observations about the Draft . of the City Survey <br /> First , let me assure- you that the questionnaire is not too long. <br /> We have been very successful in administering even longe.r. surveys <br /> in other suburban areas. . - Having had extensive experience in <br /> product , politi.cal ,. and consumer telephone studie.s,. we have -found <br /> that quality of life surveys -are in a class- of their own. Most <br /> respondents are pleased, An fact, eager , to be contacted and . <br /> asked for their opinions about- their community. In our last two <br /> studies in. Roseville, with a s.imilar age structure to Saint <br /> • Anthony, and Cottage Grove, with a somewhat distinctive age mix , <br /> our refusal rates were minimal -- less than two percent . _ Each <br /> survey was also longer that your current draft . Again, let me <br /> assure you -'without qualification that the residents will not <br /> rebel at the length of this draft ! <br /> The survey can be conveniently broken down into several topical <br /> areas. The objective of the study is to .measure citizen <br /> satisfaction on a series of issues facing- the city : from basic . <br /> services to future plans. In ' addition, throughout the <br /> instrument , tax and assessment cost considerations have been <br /> explic-itly discussed to provide a. more rea-listic basis for <br /> evaluation. <br /> DEMOGRAPHICS. These questionn .are. -used'--to not .-.only establish a - <br /> profile of the residents, but to- permit breakdowns by various <br /> groups (e.g . , seniors, long-term- res-idents, etc . ) of the answers <br /> to other queries. Questions #1-10, #104-112. <br /> QUALITY OF LlFE .- This set measures general satisfaction with the - <br /> city and its direction. A perceived high quality of life is <br /> normally a precondition for a satisfied • citizenry . When <br /> discontent is detected in these questions, it normally revolves <br /> around a more complex policy direction (e.g . , development ) than a <br /> single municipal issue.
