DESIGN <br /> The proposed design for the project will include aft roadway from face-to-face of <br /> curb to meet MSA standards. No parking will be allowed for the minimum State Aid <br /> street width. Design speed for the roadway will be 30 miles per hour. <br /> The grade of the roadway will remain basically the same as it is due to the need to <br /> provide drainage from adjacent properties, match existing driveways, and sidewalks. <br /> The design of the pavement structure is as shown on the drawing on the following page <br /> depicting the typical section. A 5" bituminous base and surfacing section overlays a 12" <br /> gravel base and 14" sub-base to complete the 9 ton pavement structure. A separation <br /> between the bottom of the sub-base and clay subgrade is provided through the use <br /> geotextile material to inhibit penetration of the sub-base material into the relatively soft <br /> clay materials that underlie. the roadway. Contractors may have to provide some <br /> streatment of the clay subgrade to allow heavy construction equipment to operate without <br /> major disturbance of the subgrade. <br /> We understand the current right-of-way on the golf course side of the project is 2" <br /> behind the back face of the existing curb. The original right-of-way for St. Anthony <br /> Blvd. in this area is 100 ft; however, .subsequent negotiations with the Park Board/golf <br /> course apparently have limited the right-of-way to 2" behind the curb. To allow <br /> construction of the project a minimum of 5 ft of permanent easement should be obtained <br /> and a construction easement to allow workers access during the project of 10 ft in <br /> addition to the permanent easement, would be desirable. <br /> There are some elm trees between the curb and sidewalk (on the golf course side of the <br /> project) that are relatively close to the construction limits of the project. i.e. roots of the <br /> trees would be cut at approximately one foot from the face of the tree trunk.
