SUMMARY AND RECOMMENDATIONS
The study and report that proceeded these recommendations provides detailed
information on design and construction parameters for the St. Anthony Blvd. project.
The roadway is to be constructed in a physically limited area with regard to the width
of the roadway. The MSA minimum street width of 36 feet from face-to-face curb has
been revised to 32 feet by variance and is recommended using a 30 mile per hour design
speed and 9 ton axle load design for the project.
A 31 inch pavement structure is recommended consisting of 5 inches of asphalt surfacing
and base, 12 inches Class 5 base and 14 inches of Class 3 subbase material. Pavement
structure is to be separated from the moist clay subgrade by geotextile construction
fabric. Subdrainage will be provided at the lower areas to drain the granular part of
the pavement structure to the existing storm water systems. •
The estimated cost of the project is $427,000 to be funded using MSA dollars. No
assessments are planned for the project. Some form of advanced funding, as outlined in
the funding section of this report, will be required due to the lack of sufficient funds
for the project in the City's MSA account.
Street lighting cross conduits will be placed in the street to allow street lighting in the
future, if desired. The estimated cost of street lighting is $35,000 to $80,000 depending
on the type of fixtures selected. Based on discussion with your City Manager and Public
Works Director, we did not include street lighting in the project as MSA funding is not
available.
-9-
