Highway 10 by-pass ( from Highway 610 to I-35W) <br /> C. 610 Crosstown (Highway 10 to I-94 ) <br /> D. Highway 100 (upgrade to freeway status) <br /> E. Widen I-694 <br /> F. Another river crossing between Anoka County <br /> and Hennepin County <br /> G. Monitor metro airport facilities <br /> 4 . Primary economic development projects are: <br /> A. Northern athletic facility <br /> B.- Attract anchor industries <br /> C. Stimulate support service business <br /> D. Encourage a metro resort in the northern area <br /> E. Develop a multi-city economic package <br /> 5 . The Northern Mayors ' Association should raise <br /> $100, 000 through member cities -- the private sec- <br /> tor providing additional funding and in-kind assis- <br /> tance. <br /> 6 . A staff person and clerical support staff should be <br /> hired to coordinate efforts to achieve the organi- <br /> zation' s goals. <br /> 7 . The staff, along with appointed committees , will <br /> work to achieve the goals of the organization: <br /> A. Identify funding sources for transportation <br /> projects such as assessments, transportation <br /> utilities, grants, tolls, gas tax, TIF, pri <br /> vate donations, other contributions, <br /> B. Develop a strategic plan to achieve those <br /> goals, and <br /> . C. Implement the plan. <br />
