• MEMORANDUM <br /> DATE: February 18 , 1988 <br /> TO: Mayor and Councilmembers <br /> FROM: David Childs, City Manager <br /> ITEM: RECYCLING <br /> We are under great pressure from both Hennepin and Ramsey <br /> counties to get with the curbside recycling program. <br /> In Ramsey county, the costs of running their program are genera- <br /> ted by special assessments on the residential property tax <br /> statements, so even though their program is voluntary, the <br /> residents of the county probably have a right to demand curbside <br /> recycling service since they are already paying for it. <br /> Hennepin county is slightly different. No specific property tax <br /> assessments are on the books yet, but the program is mandatory. <br /> Looks like either way we need to start some sort of program. <br /> • In response, Larry Hamer and I have had extensive conversations <br /> with both counties and then with vendors of recycling services. <br /> Two proposals are attached, but as you can see, they are very <br /> different in their approach. <br /> Recycling Unlimited, which does a large amount of the curbside <br /> recycling service in the metro area, proposes once or twice a <br /> month pick up on the day they specify. <br /> *Containers are 52 cents per month per household for three <br /> years or the City can buy them with some reimbursement <br /> available to the county. <br /> *They propose a rate equivalent to about $1 . 50 per house- <br /> hold per month for twice a month pickup or $1 . 33/household/ <br /> month for once a month pick up. <br /> *They would retain all proceeds from the sale of recy- <br /> clables. <br /> *After reimbursement from the counties based on their for- <br /> mulas, the remaining charges ( if any) could be added to <br /> the residential water bills. <br /> ( Initially, Ramsey county covers the full cost of once a <br /> • month collection with a phase out in future years. Henne- <br /> pin county has a percentage formula based on how close we <br /> come to our goals. ) <br /> The proposal from Waste Management is completely different. They <br /> propose: <br />
