Cooperation between cities on transportation and economic <br /> objectives. <br /> 2. Joint lobbying strategies on transportation and economic <br /> development issues. <br /> 3. Joint planning opportunities with member cities. and <br /> decision makers, e.g. , legislators, county officials, metro <br /> council members, governmental agencies. . . <br /> 4. Effective public relations programs for the northern <br /> communities. <br /> S. Broaden community organizational involvement in <br /> activities that promote the northern suburban communities. <br /> 6. Levering individual communityes accomplishments. <br /> 7. Focused energy on selected achievable objectives. <br /> • S. Development of an awareness outside the northern metro <br /> communities for what the individual cities stand for and <br /> what they intend to achieve collectively. <br /> 9. Achieve the ability to communicate with its many and <br /> diverse constitutencies. <br /> 10. Develop the ability to compete in an -ever more difficult <br /> marketplace. <br /> 11. Develop market strategies that will lead to expanded <br /> opportunities that do not presently exist. <br /> 12. Build a base of political power that will result in a <br /> strong regional identity for more than 40 suburban <br /> communities lying north of the Twin Cities. <br /> 13.
