1 The Council consensus that the request from the Association not become <br />. 2 a budget item was partially based on the failure of the Association to <br /> 3 follow through on the promised solicitation of support from major <br /> 4 industries who had to benefit from further regional development north <br /> 5 of St. Anthony. There was also the perception that because the City had <br /> 6 almost reached its growth limit, further economic growth to the north <br /> 7 would only attract more traffic through the City. The City Manager was <br /> 8 also instructed to let Mr. Krautkramer know there was little possibility <br /> 9 another visit from him would change that consensus. <br /> 10 Army Expected to Offer a Settlement Less than . City Expenditures to <br /> 11 Clean Up Water Contamination <br /> 12 As part of his update on water contamination issues, Mr. Childs <br /> 13 referred to letters from the Attorney General and the MPCA which <br /> 14 supported the City's contention that underground water contamination <br /> 15 from the Army's Twin Cities Ammunition Plant in New Brighton had caused <br /> 16 the City's problems. He indicated these letters were closely followed <br /> 17 by a letter from the Army indicating they "were anxious to remedy the <br /> 18 problem. " However, because the MPCA had found them "only partially <br /> 19 responsible under the law" , the City Manager said he, expected the Army <br /> 20 to submit an offer to St. Anthony which was probably not going to <br /> 21 match the City's expenditures. The Army letter had given the <br /> 22 impression that they were going to have the EPA rather than their own <br /> 23 engineers design a permanent filtration system for the City wells which, <br /> 24 Mr. Childs said, would probably result in a total project cost higher <br /> 25 than the City thought the system should cost the taxpayers. <br /> 026 Mayor Sundland said he thought further contact with the City's <br /> 27 Congressional representatives might again be necessary. <br /> -28 St. Anthony Residents Still Buying Bottled Water <br /> 29 Councilmember Ranallo commented that, in spite of excellent Bulletin <br /> 30 coverage of the City's new carbon filtration system and detailed <br /> 31 Newsletters on the subject, he had talked to a number of residents who <br /> 32 were still using bottled water and didn't seem to know anything about <br /> 33 the City's actions to provide them with "water as clean as known to <br /> 34 man today. " It was agreed that St. Anthony water was now safer than <br /> 35 any which a resident could buy because there are no regulations on the <br /> 36 bottled water at all. Nr: Childs reported staff had pulled copies of <br /> 37 all the City Newsletters for the past six years and found only a few <br /> 38 which didn't have something about the water problems. He said the <br /> 39 subject would again be explored in the Newsletter which is being <br /> 40 written now. <br /> 41 The discussion was closed with the City Manager telling the <br /> 42 Councilmembers that by the same time the next week he expected to have <br /> 43 heard something from the Army and would be seeking direction from them <br /> 44 on the City's position on that offer. <br /> 45 Village Gardenettes Make Contribution Towards Central Park Band Shell <br /> • 15 <br />
