1 REPORTS <br /> APRIL 5, 1989 PLANNING COMMISSION MINUTES SUMMARY - COMMISSIONER <br /> 3 ROSEMARY FRANZESE <br /> 4 Because of the time constraint between the April 5th Planning Commission <br /> 5 meeting and the Council meeting that evening, only a summary of the <br /> 6 Commission minutes had been provided Councilmembers. <br /> 7 Variance Granted for CanoRy Signs on Salvation Army Thrift Store in <br /> 8 Exchange for Reduction of Existing Wall Signage <br /> 9 Planning Commission Recommendation <br /> 10 Commissioner Franzese reported the Planning Commission had unanimously <br /> 11 recommended the Council grant a variance to the sign Ordinance which <br /> 12 would allow two 7 foot by 3 foot additional signs to be erected at the <br /> 13 entrance to the above store at 2500 - 38th Avenue -N.E. subject to <br /> 14 reduction of the existing wall sign on the building to a size which <br /> 15 would bring the store's total sign surface area within the 150 square <br /> 16 feet allowed that store frontage. <br /> 17 Staff Report <br /> 18 Mr. Childs suggested another condition requiring the removal of all <br /> 19 illegal flag banners be imposed on the Council's approval of the <br /> 20 variance request. <br /> �1 No one was present to speak either for or against the variance. <br /> 22 Council Action <br /> 23 Motion by Marks, seconded by Makowske to grant a variance to the Sign <br /> 24 Code of the City Sign Ordinance to the Salvation Army Thrift Store, <br /> 25 2500 - 38th Avenue N.E. , which would allow the erection of two 7 foot <br /> 26 by 3 foot additional canopy signs (42 total square feet) at the entrance <br /> 27 to the store on the conditions that: <br /> 28 1. The existing 150 square foot wall sign be reduced so that the total <br /> 29 sign surface for the 3 signs riot exceed 150 square feet. <br /> 30 2. All illegal flag banners now on the store entrance be removed. <br /> 31 In granting the variance, the Council finds, as did the Planning <br /> 32 Commission, that: <br /> 33 a. Staff had received no calls opposing the variance before either the <br /> 34 April 5, 1989 Planning Commission hearing or Council April 11, 1989 <br /> 35 consideration and no one spoke against the variance at either meeting. <br /> 36 b. A precedent for non-conforming signage had been established with the <br /> 37 business just east of the Thrift Store. <br /> • 3 <br />
