Better demarcation of the store's entrance would be provided by the <br /> 5 signs. <br /> 6 Motion carried unanimously. <br /> 7 Conditional Use Permit Granted to Village Properties for Family Day <br /> 8 Care Facility <br /> 9 Planning Commission Recommendation <br /> 10 Commissioner Franzese reported the Commission had been split four to one <br /> 11 on granting the conditional use permit to allow Village Properties to <br /> 12 obtain a Class C Ramsey County license for a Family Day Care Facility <br /> 13 to serve no more than 14 children for which a garden level apartment <br /> 14 (#5) would be reserved at 3808 Macalaster Drive. She indicated <br /> 15 Commissioner London would have preferred the stricter licensing <br /> 16 requirements of a state license for supervision of fewer children by one <br /> 17 care provider as well as better security measures for outside play <br /> 18 areas. The Commission representative also indicated the Commissioners <br /> 19 had perceived the need to specifically identify the location of the <br /> 20 facility location because of concerns that the City Fire and Police <br /> 21 Departments might not be aware of the day care location in case of an <br /> 22 emergency. <br /> 23 The Commissioner explained to Councilmember Makowske that 14 was the <br /> 24 maximum number of children allowed for one facility under the Ramsey <br /> 25 County license, which also established different ratios for children of <br /> 26 . different ages. She added that the County license allowed one care <br /> 27 provider per 10 children under those ratios. <br /> 28 Commissioner Franzese reported; there had been an informal polling of <br /> 29 Commissioners which indicated a 3 to 2 split regarding whether or not <br /> 30 to specify the apartment number in the recommendation.. She said she <br /> 31 perceived the three Commissioners had been concerned that the City <br /> 32 always know exactly where the facility was located in case of <br /> 33 emergencies. <br /> 34 Proponents Ken Solie and Jerry Cowan of Village Properties indicated <br /> 35 they would prefer not having the permit issued to a specific apartment <br /> 36 - number since for one reason or another they might want to change the <br /> 37 location later on. They also pointed out that Ramsey County required <br /> 38 a new license and fire .inspection for each location to which the <br /> 39 facility might move. <br /> 40 Mr. Childs clarified that the Commission intent, which had not been <br /> 41 reported in the summary, had been to issue the permit specifically to <br /> 4 <br />
