Hennepin County <br /> 2 CDBG funds could not be used for a Ramsey County project and that County <br /> 183 had already made the decision not to put up a signal on that street. <br /> 4 Mr. Childs pointed out that even if those funds were available, the City <br /> 5 might have a hard time proving that the majority of the children or <br /> 6 pedestrians who were to be served by the light met, the low to moderate <br /> 7 income criteria established for CDBG funds. - <br /> 8 When the Councilmember wondered whether some funds could be used to <br /> . 9 finish the sidewalks in the Kenzie Terrace area, Mr. Hamer indicated his <br /> 10 department had estimated sidewalks would cost about $1 ,000.00 per 100 <br /> 11 feet and it would cost about $14 ,000.00 to construct sidewalks between <br /> 12 the entrance to the trailer park past the Kenzington up to the vacant <br /> 13 lot next to the condominiums. The Public Works Director indicated he <br /> 14 planned to put in the position of the sidewalks, for which funds were <br /> 15 available this year and to have specifications and plans for the <br /> 16 remainder of the project prepared for County approval for completion <br /> 17 next year. <br /> 18 Councilmember Ranallo commented that the City had already subsidized the <br /> 19 Kenzie Terrace Project with tax increment funds and the semaphore in <br /> 20 front of the Kenzington with CDBG funds and he perceived it would -only <br /> 21 be fair this year to resume using CDBG funds to rehabilitate low -_ and <br /> 22 moderate single family housing elsewhere in the City. <br /> 23 Councilmember Marks reported he had talked to a resident of the senior <br /> 24 apartments across Stinson Boulevard who had described the problems many <br /> OPseniors had getting across the boulevard to get to Apache in spite of <br /> 6 the four way stop which had been installed mainly for those seniors' <br /> 27 benefit at 39th Avenue N.E. The Councilmember said he knew a request <br /> 28 for a stop light in the same area was going to be submitted to the City <br /> 29 within a short time and wondered what funds would be available for the <br /> 30 project which would seem to meet the low to moderate income criteria. <br /> 31 Mr. Childs indicated he intended to report on traffic signals being <br /> 32 studied for that whole stretch of Stinson later in the meeting. He also <br /> 33 agreed to check with Community Services to see if they still had a room <br /> 34 reserved for senior citizen use in the Community Center. The Manager <br /> 35 reiterated that the $3 ,903 .00 allocation for senior citizens programs <br /> 36 would be used partially to pay for putting out the Senior Newsletter and <br /> 37 to pay the salary of the senior coordinator who oversees the senior <br /> 38 programs. <br /> 39 Council Action <br /> .40 Motion by Ranallo, seconded by Makowske to follow the Planning <br /> . 41 Commission recommendation to allocate St. Anthony's Year XV Community <br /> 42 Development Block Grant funds for the following planning activities: <br /> • 7 <br />
