1 planning of the County Road D reconstruction project. Hennepin County
2 CDBG funds could not be used for a Ramsey County project and that County
183 had already made the decision not to put up a signal on that street.
4 Mr. Childs pointed out that even if those funds were available, the City
5 might have a hard time proving that the majority of the children or
6 pedestrians who were to be served by the light met, the low to moderate
7 income criteria established for CDBG funds. -
8 When the Councilmember wondered whether some funds could be used to
. 9 finish the sidewalks in the Kenzie Terrace area, Mr. Hamer indicated his
10 department had estimated sidewalks would cost about $1 ,000.00 per 100
11 feet and it would cost about $14 ,000.00 to construct sidewalks between
12 the entrance to the trailer park past the Kenzington up to the vacant
13 lot next to the condominiums. The Public Works Director indicated he
14 planned to put in the position of the sidewalks, for which funds were
15 available this year and to have specifications and plans for the
16 remainder of the project prepared for County approval for completion
17 next year.
18 Councilmember Ranallo commented that the City had already subsidized the
19 Kenzie Terrace Project with tax increment funds and the semaphore in
20 front of the Kenzington with CDBG funds and he perceived it would -only
21 be fair this year to resume using CDBG funds to rehabilitate low -_ and
22 moderate single family housing elsewhere in the City.
23 Councilmember Marks reported he had talked to a resident of the senior
24 apartments across Stinson Boulevard who had described the problems many
OPseniors had getting across the boulevard to get to Apache in spite of
6 the four way stop which had been installed mainly for those seniors'
27 benefit at 39th Avenue N.E. The Councilmember said he knew a request
28 for a stop light in the same area was going to be submitted to the City
29 within a short time and wondered what funds would be available for the
30 project which would seem to meet the low to moderate income criteria.
31 Mr. Childs indicated he intended to report on traffic signals being
32 studied for that whole stretch of Stinson later in the meeting. He also
33 agreed to check with Community Services to see if they still had a room
34 reserved for senior citizen use in the Community Center. The Manager
35 reiterated that the $3 ,903 .00 allocation for senior citizens programs
36 would be used partially to pay for putting out the Senior Newsletter and
37 to pay the salary of the senior coordinator who oversees the senior
38 programs.
39 Council Action
.40 Motion by Ranallo, seconded by Makowske to follow the Planning
. 41 Commission recommendation to allocate St. Anthony's Year XV Community
42 Development Block Grant funds for the following planning activities:
• 7
