TAX INCREMENT FINANCING PLAN <br /> TAX INCREMENT FINANCING DISTRICT NO. 2 RAMSEY <br /> A. STATEMENT OF OBJECTIVES <br /> The Authority determines ' that it is necessar• <br /> Y, <br /> desirable, and in the public interest to create a Soil <br /> Condic :on Tax Increment Financing District in the City <br /> of St. - Anthony pursuant to the provisions of the TIF <br /> Act. The purpose of the TIF District is to finance <br /> soil correction to enable the redevelopment of pr•oper•ty <br /> into multi-family- housing. <br /> The Flan and Housing Assistance . Plan identifies a need <br /> for housing and establishes housing goals for, the <br /> City. Also, the Flan provides for, multi-housing <br /> development including redevelopment. The purpose of <br /> the HRA 's under taking is to accomplish the Flan and <br /> goal-s as approved by the C-ity. Also, the HRA and City <br /> have approved a Redevelopment Plan for this TIF <br /> 'District and have included this TIF District in a <br /> F'r•oject Area. The purpose of the HRA 's under-taking is <br /> to accomplish the goals of the Redevelopment Flan. <br /> The purpose of the Soil Condition TIF District is to <br /> provide a means for- financing soil correction so the <br /> Project Area can be redeveloped. The redevelopment <br /> will make it possible for, this area of the City located <br /> within the TIF District to pay ta-es for services, <br /> reduce the blighting influences of vacant, poor, soil <br /> land, and provide housing. The redevelopment would not <br /> occur, but for, the use of TIF. <br /> 5 <br />
