I <br /> 2 <br /> whether they be Council members, citizens or employees, gain <br /> greater commitment from being exposed to a wide decision-making <br /> role, .and that they each have significant knowledge to contribute <br /> to both definition and the solution of a problem. <br /> To implement this philosophy, I emphasize the definition and <br /> solution of problems within the context of group discussion and <br /> attempt to share power throughout the decision-making process. <br /> This includes providing opportunities for employees at all levels <br /> to define the problems as well as the solution. <br /> It is important to stress that I view the role of the City Manager <br /> as one of fulfilling responsibilities, not exercising power for its <br /> own sake. The Manager needs the trust, cooperation, and assistance <br /> of the whole organization in order to fulfill the responsibilities <br /> directed by the City Council. <br /> OPERATING GUIDELINES <br /> I am sure you have expectations of me, as I do of you. Over the <br /> coming weeks, we will explore these and build upon them. There are <br /> .certain operating guidelines, however, that I feel are <br /> significantly important to identify right from the start. <br /> 1 . Speak Your Mind -- COMMUNICATE <br /> The only way to ensure that we as a group are performing_ <br /> effectively is to have as much of the available <br /> information and ideas before us as possible. This means <br /> that totally open and candid discussions are necessary. <br /> If you have something to say, say it. I want to <br /> encourage debate, and I will defend everyone's right to <br /> speak their mind. Once all input has been received and <br /> a decision made, however, it should be supported. <br /> 2 . Confidentiality <br /> During candid, detailed discussions, .whether between two <br /> people or ten people, it is necessary to respect another <br /> person's openness by keeping appropriate items <br /> confidential. <br /> 3 . Completed Staff Work <br /> When a recommendation is made to a higher authority, the <br /> report should include a statement of the problem, <br /> alternative means of addressing it, the implications of <br /> various alternatives, and a recommended alternative. <br /> This enables the recipient to say "yes" or "no" without <br /> further study. This is "completed staff work" and should <br /> be the approach to all our work. <br />
