• 1 <br /> ST. ANTHONY POLICE DEPARTMENT <br /> ANIMAL COMPLAINT PROCEDURE <br /> St. Anthony contracts with Animal Control Management Inc. , P.O. <br /> Box 26248, Shoreview, MN 55126 , (612) 426-4013 , for animal <br /> control within the City. The following procedures are those <br /> preferred for animal offenses: <br /> BARKING DOG <br /> Step 1 The complainant should talk to the owner of the dog, <br /> explain the problem, and attempt to reach an amicable <br /> solution. (Record date and times of occurrence in case <br /> the problem persists. ) <br /> Step 2 If problem persists, <br /> Contact the police department at the time the dog is <br /> barking, and file a report with them. The police will <br /> send a letter to the owner. of the dog informing them of <br /> the violation and the action that will be taken if the <br /> problem persists. A copy of the City Ordinance will be <br /> included with the appropriate section highlighted. <br /> Step 3 If problem persists .- <br /> Again contact the police department,. while the dog is <br /> barking, so the officer can witness the violation. If <br /> the officer witnesses the violation, he/she will issue <br /> a- citation to the owner of the dog requiring an <br /> appearance of the owner in Municipal Court. The <br /> violation is punishable as a misdemeanor according- to <br /> St. Anthony City Ordinance, thus a police officer must <br /> be a witness to the violation to be able to issue the <br /> citation. If an officer does not witness the <br /> violation, the police report will be sent to the City <br /> Attorney; the witness must file a complaint in the <br /> presence of a judge; and a summons or warrant will then <br /> be issued requiring a court appearance by the owner of <br /> the dog. <br /> Note: The City Attorney represents the complainant on <br /> all misdemeanor complaints in court and during the <br /> complaint process at no charge to the individual <br /> making the complaint. <br /> Step 4 If problem persists <br /> • The same procedure should be followed as in Step 3 <br /> above. <br />
