2 • <br /> DOG/CAT AT LARGE City Ordinance Section 1010:10 Running at Large <br /> Prohibited <br /> No owner or keeper of any dog, cat or other domesticated animal <br /> shall permit such animal to be at large within the corporate <br /> limits of this municipality at any time, but shall at all times <br /> keep the animal under restraint. An animal is deemed "at large" <br /> whenever _it is off the property of the owner or keeper and not <br /> under restraint. <br /> OWNER KNOWN INSTANCES <br /> Step 1 The complainant should talk to the owner of the animal , <br /> explain the problem, and attempt to reach an amicable <br /> solution. (Record date and times of occurrence in case <br /> the problem persists. ) The complainant may carefully <br /> attempt to secure the animal in a garage, fenced yard, <br /> etc. The police should then be contacted so they in <br /> turn can contact the animal control agency to pick up <br /> the animal and impound it at the owner's expense. The <br /> owner will be notified by the animal control agency. • <br /> OWNER UNKNOWN INSTANCES <br /> Step 1 Carefully try to secure the animal in a garage, fenced <br /> area, etc. and contact the police department so they <br /> can notify the animal control agency to pick up and <br /> impound the animal at the owner's expense. <br /> Step 2 If problem persists. <br /> Again, contact the police department and try to secure <br /> the animal so it' can be picked up by the animal control <br /> agency and impounded at their facility. If a police <br /> officer witnesses the violation and .the owner is 'known, <br /> the officer will issue a citation to the owner <br /> requiring an appearance in Municipal Court. - If the <br /> violation is not witnessed by an officer, and the owner <br /> is known, a report of the incident will be sent to the <br /> City Attorney. A complaint will be produced if a <br /> witness to the violation is willing to sign the <br /> complaint and appear in court. The court appearance is <br /> r necessary because a complaint must. be signed in the <br /> presence of a Judge. A summons or warrant will then be <br /> issued requiring a court appearance by the owner. <br /> it' <br />
