2 • DOG/CAT AT LARGE City Ordinance Section 1010:10 Running at Large Prohibited No owner or keeper of any dog, cat or other domesticated animal shall permit such animal to be at large within the corporate limits of this municipality at any time, but shall at all times keep the animal under restraint. An animal is deemed "at large" whenever _it is off the property of the owner or keeper and not under restraint. OWNER KNOWN INSTANCES Step 1 The complainant should talk to the owner of the animal , explain the problem, and attempt to reach an amicable solution. (Record date and times of occurrence in case the problem persists. ) The complainant may carefully attempt to secure the animal in a garage, fenced yard, etc. The police should then be contacted so they in turn can contact the animal control agency to pick up the animal and impound it at the owner's expense. The owner will be notified by the animal control agency. • OWNER UNKNOWN INSTANCES Step 1 Carefully try to secure the animal in a garage, fenced area, etc. and contact the police department so they can notify the animal control agency to pick up and impound the animal at the owner's expense. Step 2 If problem persists. Again, contact the police department and try to secure the animal so it' can be picked up by the animal control agency and impounded at their facility. If a police officer witnesses the violation and .the owner is 'known, the officer will issue a citation to the owner requiring an appearance in Municipal Court. - If the violation is not witnessed by an officer, and the owner is known, a report of the incident will be sent to the City Attorney. A complaint will be produced if a witness to the violation is willing to sign the complaint and appear in court. The court appearance is r necessary because a complaint must. be signed in the presence of a Judge. A summons or warrant will then be issued requiring a court appearance by the owner. it'
