Pro-tem Ranallo <br /> 4 at 8: 12 p.m. . He stated this is not an official public hearing for purposes <br /> 5 of discussing the tax levy and the 1990 budget. The published official notice <br /> 6 contained an error, thereby necessitating the rescheduling of the, official <br /> 7 public hearing to December 18, 1989. He felt some discussion was appropriate <br /> 8 since some residents were in attendance for that purpose. <br /> 9 <br /> 10 The City Manager briefly explained the components of the property tax increase <br /> 11 for 1990. He noted that the School District anticipates a 31% decrease and <br /> 12 Hennepin and Ramsey Counties have not indicated whet their budgetary figures <br /> 13 are at this point in time. Composting fees could increase. <br /> 14 <br /> 15 Jim Zelmar, 3413 Downer Drive, requested an explanation for potential tax <br /> 16 increase for 1990. City Manager Burt suggested there may be no increase. <br /> 17 Levy limits on the City may be removed. Representative McQuire indicated to <br /> 18 the Council and staff previously that the Legislature may take a "hold the <br /> 19 line" posture at the next Legislative Session. <br /> 20 <br /> 21 8. NEW BUSINESS <br /> 22 •23 A. Resolution 89-031 ; Road Maintenance Agreement <br /> 24 Motion by Marks, second by Enrooth to approve Resolution 89-031 , a <br /> 25 resolution authorizing the Mayor and City Manager to execute the <br /> 26 agreement between Ramsey County and the City of St. Anthony for road <br /> 27 maintenance.' <br /> 28 <br /> 29 Motion carried unanimously <br /> 30 <br /> 31 B. Bid for Ordinance Recodification <br /> 32 A letter was received from the City Attorney, Bill Soth, regarding the <br /> 33 proposal received from the City Lawyer Exchange and Repository (CLEAR) . <br /> 34 This organization is affiliated with the League of Minnesota Cities <br /> 35 and proposes to do the ordinance recodification for St. Anthony for a <br /> 36 fee of $5,488.00. The City Attorney explained the procedures CLEAR <br /> 37 would employ to complete the recodification. He recommended to commence <br /> 38 the process with the Zoning Ordinance. Councilmember Marks agreed this <br /> 39 would be the logical place to start. <br /> 41 A letter was also received from CLEAR's Administrator, Merideth Chelberg. <br /> 42 The letter stated the services which would be provided by CLEAR in its <br /> 43 bid for the ordinance codification as well as the fees for services <br /> 44 rendered. <br /> 45 <br /> 46 Motion by Marks, second by Makowske to accept the bid received from <br /> 47 CLEAR, City Lawyer Exchange and Repository, to complete and ordinance • <br /> 48 codification for the City of St . Anthony. <br /> 49 <br /> 50 Motion carried unanimously <br />
