He stated that, unless use of the. center is <br /> 5 restricted, some St. Anthony residents might become <br /> 6 justifiably upset if it is too full for them to use, but <br /> 7 that, on the other hand, it would be unwise to cut off <br /> 8 non-residents without warning. City Manager warned that <br /> 9 unauthorized dumping might escalate if the use of the center. <br /> 10 were formally restricted. <br /> 11 <br /> 12 Council Member Marks, reported that he participated as a <br /> 13 faculty member in the Beyond the Basics Zoning CorfFlrcr:: 'c <br /> 14 for the Government Training Service on March 1 and 8 , 1990, <br /> 15 at the Earl Brown Center, for the annual Planning and Zoning <br /> 16 Institute. <br /> 17 <br /> 18 The discussion returned to regulation of the recycling <br /> 19 center.
