The first paragraph of the letter advised residents of <br /> 2 the formation of a task force to study water distribution in the <br /> 3 City and of an engineering study being proposed. <br /> 4 <br /> 5 Mayor Ranallo observed that property owners are of the opinion that <br /> 6 the City Council has done nothing and is proposing nothin.g to solve <br /> 7 the water and flooding problems in the City. He also noted that <br /> 8 residents have been told there would be a meeting with them and members <br /> 9 of the Council and the staff scheduled to discuss these problems and <br /> 10 offer solutions. The City Manager's letter does not refer to any <br /> 11 meeting date. <br /> 12 <br /> 13 The City Manager stated he preferred not to set a meeting date until <br /> 14 the engineering study has been completed and some of the options for <br /> 15 solving the problems were explored and available. <br /> 16 <br /> 17 Mayor Ranallo has also been told that when residents attended the <br /> 18 Board of Review meeting and attempted to discuss their water problems <br /> 19 relative to their property value, the Council had "turned them off." <br /> 20 <br /> 21 Councilmember Marks recalled that City Councils have .been dealing <br /> 22 with water problems for years and years in St. Anthony. He recognizes <br /> 23 the frustrations of all parties involved and suggested property <br /> • 24 owners be invited to come forward if they had any solutions. <br /> 25 <br /> 26 Councilmember Enrooth inquired if residents had ever received the <br /> 27 results of any of the engineering studies which have been done or <br /> 28 any of the data collected by the task force. The City Manager <br /> 29 had spoken to Bob Lohmar regarding a study previously completed which <br /> 30 addressed gate valves for individual residences and when the sewer on <br /> 31 29th Avenue was completed. He noted that the task force was created <br /> 32 to address all of the infrastructure in the City and - the option of <br /> 33 distributing water either to 29th Avenue or over to Highway #88. <br /> 34 <br /> 35 Councilmember Makowske suggested that a chronology of the area experiencing <br /> 36 water problems be established and be made available for discussion at <br /> 37 a meeting with the Councilmembers, staff and property owners. She felt <br /> 38 a letter to the affected residents should be written in a positive <br /> 39 manner and make a point of stating that the City Council is very <br /> 40 concerned with their problems and have been trying fdr some time to <br /> 41 find solutions. <br /> 42 <br /> 43 Councilmember Enrooth felt a history would not be an immediate help <br /> 44 to the water problems but would clearly state to the property owners <br /> 45 that the Council is very serious and dedicated to finding solutions. <br /> 46 He stated that it is obvious that some of the problems are due to <br /> 47 topography and Mother Nature. <br /> 48 <br /> 49 Mayor Ranallo recalled that when the pipe was installed on 29th Avenue <br /> 50 it was supposed to solve all of the water problems.
