Council Meeting <br /> June 5, 1990 <br /> page 8 <br /> . 1 <br /> none of them. <br /> 2 <br /> 3 Councilmember Marks observed that every time a building is constructed <br /> 4 or the ground is covered the problem of water distribution is exacerbated. <br /> 5 <br /> 6 Mayor Ranallo thinks a letter to property owners should include a meeting <br /> 7 date, a chronology of the problem and how it has been addressed, and a <br /> 8 certain time when an engineering study will be completed and the results <br /> 9 available. <br /> 10 <br /> 11 The City Manager felt it is important that a consultant be hired to <br /> 12 approach the City of Minneapolis with St. Anthony's request to tie <br /> 13 into their watermains. He is of the opinion that a consultant would <br /> 14 have the expertise to make this presentation much better -than a member <br /> 15 of the City'.s staff. If Minneapolis were to approve this request then <br /> 16 an engineering feasibility study could be done. <br /> 17 <br /> 18 Councilmember Makowske felt a staff person from the engineering firm <br /> 19 the City hires should meet with the Council and the property owners. <br /> 20 She noted that most engineering firms have staff. to provide this type <br /> 21 of informational service. <br /> 22 <br /> 23 Councilmember Enrooth observed that bids had been received from only <br /> 24 two firms. He felt other bids should be sought and noted that one of <br /> �5 the firms who submitted a bid was not very responsive when requested <br /> 26 to provide information in person to the Council . <br /> 27 <br /> 28 The City Manager advised that one of the firms. who submitted a bid was <br /> 29 very well versed in hydrology and sewers. The other firm was recommended <br /> 30 by an associate of the City Manager. He will seek more bids. <br /> 31 <br /> 32 Mayor Ranallo felt the first paragraph of the draft letter should be <br /> 33 deleted in its entirety as property owners are not really concerned <br /> 34 with the task force. He suggested the letter should refer back to what <br /> 35 was done in 1988, bring the property owners up to date as to what has <br /> 36 been done since then, and invite their suggestions and ideas. <br /> 37 <br /> 38 The City Manager recommended this meeting should be scheduled for the <br /> 39 week of June 18th. <br /> 40 <br /> 41 Councilmember Enrooth felt this may not be a "comfortable" meeting and <br /> 42 suggested that all members of the Council should attend. Councilmember <br /> 43 Makowske agreed. <br /> 44 <br /> 45 Members of the Council requested the City Manager have a map at the <br /> 46 meeting which showed the City and its topography from long ago. <br /> 47 Councilmember Makowske recalled that the Historical Society has some <br /> 48 maps in its archives and there is a map available of the wetlands <br /> • 49 and swampy areas of the City. <br /> 50 <br />
