• 5

Chairman Madden invited Ms . Clarke to present her request to
the Commission . 1•Is .Clarke, accompanied by her home builder ,
described her plans for a one-level , 1 , 400-foot house which
would provide easy accessibility for her 78-year old mother,
should she come to live with her . Ms. Clarke stated that she
herself anticipated living in the house into her retirement
years . She explained that she plans to build the porch on
the back of the house at some undetermined future date , but
would prefer to have the issue settled before she begins
construction of the house itself . The proposed porch will
be a deck with footings which will be screen- or
glass-enclosed. Ms. Clarke stated that such a porch will not
interfere with drainage on the lot . She too is concerned
about the drainage in the area and intends to slope the yard
so that proper drainage is maintained.

Commissioner Hansen stated that the Commission' s decision
must be based on current conditions , but that those
conditions might be quite different by the time Ms. Clarke
actually begins construction of her porch. He asked the
applicant for a time frame during which she planned to build
• 23 her porch. Ms. Clarke answered that she did not know, but
that the porch construction would depend upon her finances .
Commissioner Hansen then asked the applicant whether she
would have difficulty in accepting approval of the variance
limited to a certain time frame . Ms. Clarke answered that
her answer would depend upon the time frame, and that she
could not foresee how building a porch on her house could
possibly interfere with anyone else ' s plans for the
neighboring houses or lots . Commissioner Hansen asked her
for an anticipated date of construction. Ms. Clarke stated
that she was unable to give a date, although she definitely
plans to build the porch.

Commissioner Werenicz asked the applicant whether she had
considered altering the plan of the house in order to
accommodate a porch without requiring a variance . Ms .
Clarke replied that the house plans were purchased pre-drawn,
and that she would be hesitant to change the plans for fear
of adding to the construction costs . Commissioner Werenicz
suggested that an architect, for a small fee , would be able
to change the plans to accommodate a porch which would not
require a variance . Ms. Clarke replied that she has not been
able to come up with an alternate plan for the porch without
drastically altering the floor plan of the house. She
stated that she had purchased the house plans even before
• 48 she purchased the lot .

Commissioner Wagner asked the applicant whether the porch
