6
1 might not be built on the side of the house . Ms . Clarke
2 replied that the dining room is on the side of the house ,
3 the porch access is planned from the kitchen, and there are
4 no doors on the side of the house . Commissioner Werenicz
5 then pointed out to the applicant that the house plans allow
6 twice as much side yard as is required. J4s. Clarke replied
7 that there were other considerations to building the porch.
8 She stated that the porch was planned for the east side of
9 the house to avoid the hot summertime sun, to provide access
10 from the kitchen, because of the lack of doors on the south
11 side of the house , and because of the fireplace on the south
12 side of the house .
13
14 Commissioner Wagner asked the applicant whether her reason
15 for wanting the porch on the east side of the house was
16 essentially because of financial hardship, and whether it
17 was merely a convenience for her to have the porch on the
18 east side . Ms. Clarke replied that it would not only be
19 convenient but practical , and that she would not be able to
20 afford major changes to the house and still be able to
21 construct it.
22
23 Chairman Madden then invited Chris Paidosh of 3227 Edward
24 Street NE to speak on the issue . Mr . Paidosh explained that
25 when he and his wife , Laurie, built their house , they
26 expended extra effort to search out and find a house plan
27 which would fit their lot without having to request a
28 variance for any of the construction. Mr. Paidosh opposed
29 the granting of the variance because there is no definite
30 plan for the porch and because the issue would be more
31 appropriately addressed in the future when construction is
32 definitely planned. Mr. Paidosh also stated that he and his
33 wife built a substantial structure at 3227 Edward Street NE,
34 and would like to protect their investment in the
35 neighborhood by making sure an adequate structure is built
36 at 3305. He said that allowing the variance would not
37 substantially increase the property value of the
38 neighborhood, and that he opposes the granting of the
39 variance also for that reason.
40
41 Chairman Madden invited Doug Bulthaus to speak on the issue .
42 Mr. Bulthaus stated that he and his wife do not oppose
43 granting of the variance as long as it is stipulated that
44 the porch will be on footings only and not on a foundation
45 which would impede the water flow. He stated that he
46 observed six inches of water in the area behind the proposed
47 porch earlier in the evening, and that the drainage problem
48 must be addressed soon by the City before the property in
49 that area is entirely built up. Mr . Bulthaus stated that
50 the culvert at 33rd Avenue seems to be too high to
