City of Saint Anthony Housing Maintenance Ordinance • <br /> Draft Number 5 -- September 2, 1992 <br /> Page Number 6 <br /> 1 MAINTENANCE OF OCCUPIED AREAS. Every occupant of a dwelling, dwelling unit <br /> 2 or rooming unit shall maintain in a clean and sanitary condition that part or those parts of <br /> 3 the dwelling, dwelling unit and premises thereof that the occupant resides in and controls. <br /> 4 <br /> 5 STORAGE AND DISPOSAL OF REFUSE AND RECYCLABLES. Every occupant of a <br /> 6 dwelling, dwelling unit or rooming unit shall store and dispose/recycle of all refuse and <br /> . 7 recyclables in a clean, sanitary, and safe manner as prescribed by Chapter ### of the City <br /> 8 Ordinances. Every owner of a multiple family dwelling shall supply facilities for the sanitary <br /> 9 and safe storage and/or disposal/recycling refuse/recyclables. In the case of single or two- <br /> 10 family dwellings, it shall be the responsibility of the occupant to furnish such facilities. The <br /> 11 storage of refuse and'recyclable collection items shall not be kept in the front yard setback. <br /> 12 <br /> 13 STORAGE OF WOOD. Wood used for fireplaces shall be stacked, at least 12" off the <br /> 14 ground. Woodpiles shall not be in the front yard setback. <br /> 15 <br /> 16 RESPONSIBILITY FOR STORM AND SCREEN DOORS AND WINDOWS. The owner <br /> 17 of a rental dwelling unit shall be responsible for providing and hanging all screens and storm <br /> 18 doors and storm windows whenever the same are required under the provisions of this <br /> 19 ordinance. • <br /> 20 <br /> 21 RESPONSIBILITY FOR PEST EXTERMINATION. Every occupant of a dwelling <br /> 22 containing a single dwelling unit shall be responsible for the extermination of vermin <br /> 23 infestations and/or rodents on the premises. Every occupant of a dwelling unit in a dwelling <br /> 24 containing more than one dwelling unit shall be responsible for such extermination whenever <br /> 25 his/her dwelling unit is the only one infested. Notwithstanding, however, whenever <br /> 26 infestation is caused by the failure of the owner to maintain a dwelling in a rodent-proof or <br /> 27 vermin-proof condition, extermination shall be the responsibility of the owner. Whenever <br /> 28 infestation exists in two or more of the dwelling units in any dwelling, or in the shared or <br /> 29 public parts of any dwelling containing two or more dwelling units, extermination shall be <br /> 30 the responsibility or the owner. <br /> 31 <br /> 32 RODENT HARBORAGES PROHIBITED IN OCCUPIED AREAS. No occupant of a <br /> 33 dwelling or dwelling unit shall accumulate boxes, lumber, scrap metal, or any other similar <br /> 34 materials in such a manner that may provide a rodent harborage in or about any dwelling <br /> 35 or dwelling unit. Materials permitted to be stored shall be stacked in piles. Certain <br /> 36 materials, such as firewood, should be elevated at least one foot to avoid attracting rodents. <br /> 37 <br /> 38 RODENT HARBORAGES PROHIBITED IN PUBLIC AREAS. No owner shall <br /> 39 accumulate or permit the accumulation of boxes, lumber, scrap metal, or any other similar <br /> 40 materials in such a manner that may provide a rodent harborage in or about shared or <br /> 41 public areas of a dwelling or its premises. Materials permitted to be stored by the owner • <br /> 42 shall be stacked in piles. <br />
