• City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 5 -- September 2, 1992 <br /> Page Number 13 <br /> 1 owner, agent or tenant occupant on the premises of a dwelling shall be structurally sound, <br /> 2 and be maintained in good repair and appearance. The exterior of such structures shall be <br /> 3 made weather resistant through the use of decay-resistant materials such as paint br other <br /> 4 preservatives. All exterior wood surfaces, other than decay resistant woods,, shall be <br /> 5 protected from the elements and decay by paint or other protective covering or treatment. <br /> 6 If 25% or more of the exterior surface is unpainted or determined by the Compliance <br /> 7 Official to be paint blistered, the surface shall be painted. If 25% or.more of the exterior <br /> 8 surface of the pointing of any brick, block or stonewall is loose or has fallen out, the surface <br /> 9 shall be repaired. <br /> 10 <br /> 11 SAFE BUILDING ELEMENTS. Every foundation, roof, floor, exterior and interior wall, <br /> 12 ceilings, inside and outside stair, every porch and balcony, and every appurtenance thereto, <br /> 13 shall be safe to use and capable of supporting loads that normal use may cause to be placed <br /> 14 thereon. <br /> 15 <br /> 16 FACILITIES TO FUNCTION. Every supplied facility, piece of equipment or utility <br /> 17 required under City Ordinances and every chimney and flue shall be installed and <br /> 18 maintained and shall function effectively in a safe, sound and working condition. <br /> 9 <br /> 0 GRADING AND DRAINAGE. Every yard, court, passageway, and other portions in the <br /> 21 premises on which a dwelling stands shall be graded and drained so as to be free of standing <br /> 22 water that constitutes a detriment to health and safety. <br /> 23 <br /> 24 UNIT BELOW GRADE. No space located more than four feet below grade shall be used <br /> 25 as a habitable room of a dwelling unless approved by the Compliance Official. Approval <br /> 26 shall be based on compliance with the minimum standards of this Code for habitable rooms. <br /> 27 <br /> 28 YARD COVER. Every yard of a premises on which a- dwelling stands shall be provided <br /> 29 with lawn or combined ground cover of vegetation, garden, hedges, shrubbery, and related <br /> 30 decorative materials and such yard shall be maintained consistent with prevailing community <br /> 31 standards. It shall be unlawful for any owner of any occupied or unoccupied lot or parcel <br /> 32 of land to permit or maintain on such any growth of weeds, grass, brush or other rank <br /> 33 vegetation to a greater height than six (6") inches on the average or any accumulation of <br /> 34 dead weeds, grass or brush. It shall also be unlawful for any such person or persons to <br /> 35 cause, suffer or allow noxious weeds or plants identified and defined by the Minnesota <br /> 36 Department of Agriculture to grow on any such lot or parcel of. land. Native grasses <br /> 37 indigenous to Minnesota, planted and maintained on any occupied lot or parcel of land, <br /> 38 setback a minimum of twenty (20') feet from the front property line as part of a garden or <br /> 39 landscape treatment are exempt from this ordinance. <br /> 40 <br /> 01 COMPOSTING. Composting is permitted provided the following regulations are complied <br /> 42 with: (1) composting shall be conducted within an enclosed container(s) not to exceed a <br />
