i <br /> City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 5 -- September 2, 1992 <br /> Page Number 14 <br /> 1 total of one .hundred (100) cubic feet in volume and five feet high for all city lots; (2) the <br /> 2 container(s) shall be of a durable material such as wood, block, or sturdy metal fencing <br /> 3 material; (3) the compost container(s) shall be located at least five (5) feet from lot lines <br /> 4 and be placed no closer than 20 feet to any habitable building other than the resident's own <br /> 5 home nor less than two feet from the alley if any alley exists; (4) only organic yard materials, <br /> 6 such as grass clippings, leaves, faded flowers, weeds, sawdust, wood ash and plant trimmings, <br /> 7 lake plants, straw and commercially available compost amendments, may be placed in the <br /> 8 compost container(s); (5) none of the following materials shall be placed in the compost <br /> 9 container(s): meat, bones, fat oils, dairy products and other kitchen wastes; whole branches <br /> 10 or logs, plastics, synthetic fibers, human or pet wastes or diseased plants; (6) compost shall <br /> 11 be properly managed to minimize odor generation and promote effective decomposition of <br /> 12 the material. <br /> 13 <br /> 14 TREES AND BRUSH. Every yard of a premises on which a dwelling stands shall properly <br /> 15 trim and dress all trees and brush so overgrowth does not overwhelm access or safety <br /> 16 sightlines near right-of-ways. <br /> 17 . <br /> 18 DISCONTINUANCE OF SERVICE OR FACILITIES. No owner, operator, or occupant <br /> 19 shall cause any service, facility, equipment or utility which is required under this ordinance, • <br /> 20 . to be removed from or shut off from or discontinued for any occupied dwelling or dwelling <br /> 21 ' unit let or occupied, except for such temporary interruptions as may be necessary while <br /> 22 actual repairs or alterations are in process, or during temporary emergencies. <br /> 23 <br /> 24 SECTION 4. <br /> 25 <br /> 26 MAXIMUM DENSITY, MINIMUM SPACE,USE AND LOCATION REQUIREMENTS. <br /> 27 No person shall occupy nor permit or let to be occupied any dwelling or dwelling unit for <br /> 28 the purpose of living therein, which does not comply with the following requirements: <br /> 29 <br /> 30 PERMISSIBLE OCCUPANCY OF DWELLING UNIT. With the exception of owners <br /> 31 occupying a respective dwelling unit prior to 1940, the maximum permissible occupancy of <br /> 32 any dwelling unit shall be determined by reference to the current Minnesota Uniform <br /> 33 Building Codes. <br /> 34 <br /> 35 ONE FAMILY PER DWELLING UNIT. Not more than one family, except for temporary <br /> 36 guests, shall occupy a dwelling unit. <br /> 37 <br /> 38 MINIMUM CEILING HEIGHT. In order to qualify as habitable, rooms shall have a clear <br /> 39 ceiling height of not less than seven feet, six inches, except that in attics or top-half stories <br /> 40 used for sleeping, study, or similar activities, the ceiling height shall be not less than seven . <br /> 41 feet six inches over at least one-half of the floor area. In calculating the floor area of such <br /> 42 rooms in attics or top-halt stories, only those portions of the floor area of the room having <br />
