state, the city, foreign nationals having diplomatic relations with the United States, <br /> and any other flag adopted or sanctioned by an elected legislative body or competent <br /> jurisdiction, provided that such a flag shall not exceed 60 square feet in area and shall <br /> not be flown from a pole the top of which is more than 40 feet in height. These flags <br /> must be flown in accordance with protocol established by the Congress of the United <br /> States for the Stars and Stripes. Any flag not meeting any one or more of these <br /> conditions shall be considered a temporary sign and shall be subject to regulation as <br /> such. <br /> Subd. 12. APPLICATION:FOR PERMIT: Every application for a sign permit <br /> must be accompanied by a plan or plans drawn to scale and including: <br /> (1) The dimensions of the sign and, where applicable, the dimensions of <br /> the wall surface ,of the building to which it is to be attached. <br /> (2) The maximum and minimum height of the sign. <br /> (3) The proposed location of the sign in relation to the face of the building <br /> in front of which or above which it is to be erected. <br /> (4) The proposed location of the sign in relation to the boundaries of the <br /> lot upon which it is to be situated. <br /> (5) If the sign is to be illuminated, the technical means by which this is to <br /> be accomplished and the hours of illumination. <br /> (6) Where the sign is to be attached to any existing building, a diagram or <br /> photograph of the face of the building to which the sign is to be <br />
