one freestanding sign as regulated and_permitted in Subsection 1400.10. <br /> 2 In a district zoned for light industrial businesses, signs containing one <br /> ( ) g <br /> square foot for every 100 square feet of ground floor space will be <br /> allowed up to a total sign surface area of 150 square feet. <br /> Subd. 4. RECREATIONAL OPEN SPACE: The following signs are permitted in <br /> aRecreational Open Space District and may be erected after obtaining a permit and <br /> paying required license fee. <br /> (1) Subject to approval of'the Council, monument and wall signs are only <br /> allowed in this district. The monument sign may have a sign surface <br /> area not to exceed 150 square feet. The sign surface area of a wall <br /> sign may not exceed 15% of the area of the wall to which it is applied. <br /> 1400.13 ADJUSTMENTS AND APPEALS. <br /> Subd. 1. COMPOSITION: The commission of adjustments and appeals will be <br /> comprised of the members of the planning commission. <br /> Subd. 2. POWERS AND DUTIES: The commission will hear and make <br /> recommendations to the Council regarding: <br /> (1) Appeals where it is alleged that there is an error in any order, <br /> requirement, decision or determination made by an administrative <br /> officer in the enforcement of this Chapter. <br /> (2) Petitions for variances from the literal provisions of ordinances in <br /> instances where their strict enforcement would cause hardship because <br /> of circumstances unique to the individual property under consideration. <br /> The commission may recommend the granting of such variances only <br /> when it appears upon evidence presented that: <br /> _ 1. The granting of the variance will not be detrimental to the other <br /> property in the neighborhood or City; and <br /> 2. A particular hardship to the applicant would result if the strict letter <br /> of the regulations are adhered to; or <br /> 3. The conditions upon which the application for a variance is based <br /> are unique to the sign or to the parcel of land for which the variance <br /> is sought and are not applicable, generally, to other property within the <br /> same land use classification. <br /> 1400.14 VARIANCES <br />
