Section 2. The St. Anthony 1973 Code of Ordinances is amended to add a new <br /> Section 355:00 to read as follows: <br /> Section 355 HOUSING MAINTENANCE AND OCCUPANCY <br /> 355:00 PurRose. The purpose of this Section 355:00 is to.protect the public health, <br /> safety, and general welfare. These general objectives include, among others, the <br /> following: <br /> (a) Protect the character and stability of residential areas within the City. <br /> (b) Correct and prevent housing conditions likely to adversely affect the <br /> well-being of persons occupying dwellings within the City. <br /> (c) Provide minimum standards for cooking, heating, sanitary equipment, <br /> light and ventilation. <br /> (d) Prevent the overcrowding of slums and blight, and preserve.the value <br /> of land and buildings. <br /> It is not the intention of the City to intrude upon the contractual relationship <br /> between tenant and landlord, to intervene as an advocate of either party,to act as an <br /> arbiter, or to deal with complaints covered by this Section 355:00. <br /> 355:05 Ayylicability. Every building and its premises used in whole or in part as a <br /> home or residence, or as a residential accessory structure. If a provision of this <br /> Section is in conflict with state codes, the state codes will govern. <br /> 355:10 Definitions. The following terms will have the following meanings in this <br /> Section 355:00: <br /> Subd. 1. Accessory Structure. A structure subordinate to a principal <br /> dwelling not authorized to be used for living or sleeping by human <br /> occupants. <br /> Subd. 2. Apartment Building. A structure designed to accommodate three <br /> or more dwelling units. <br /> Subd. 3. Coml2liance Official. The City Manager and designated agents <br /> authorized to administer and enforce this Section 355:00. <br /> Subd. 4. Composting. Accumulation of yard waste to be decomposed. <br /> -4- <br />
