Other locations <br /> 7 were discussed. <br /> 8 <br /> 9 Mr. Cavanaugh questioned the dispostion of the revenue <br /> 10 from cable television. He was advised this revenue is <br /> 11 included in the category of Miscellaneous Revenue. <br /> 12 <br /> 13 Civil Defense was another of Mr. Cavanaugh' s concerns and <br /> 14 he questioned what this matter included. The Fire Chief <br /> 15 advised him of the activities of civil defense and noted <br /> 16 that some revenue is received from these items . The Chief <br /> 17 felt the term "Civil Defense" was a dated term and <br /> 18 preferred "Emergency Management . " <br /> 19 <br /> 20 Mr. Cavanaugh questioned the need for five fire trucks <br /> 21 and felt this number was too many. The Fire Chief stated_ <br /> 22 there is a- need for five trucks to comply with the water <br /> 23 availability needs of the City. <br /> 24 <br /> 25 In Mr. Cavanaugh' s opinion, the liquor operation actually <br /> 26 showed no profit for this year. He also felt a two • <br /> 27 percent increase in employee wages was sufficient and <br /> 28 should be placed at that percentage. <br /> 29 <br /> 30 Mayor Ranallo stated that the budget process was in <br /> 31 compliance with- stat a statute. He referred to a letter <br /> 32 received from Stuart J. Bonniwell , the City' s Accountant , <br /> 33 dated October 13, 1992 , which states that the content and <br /> 34 form of the City budget document satisfies all current <br /> 35 statutory requirements . <br /> 36 <br /> 37 Regarding the frequency of budget meetings , the Mayor <br /> 38 advised that for as long as he has been on the Council <br /> 39 budget meetings have been held. <br /> 40 <br /> 41 The City Manager advised the City is in compliance for <br /> 42 having the proposed budget available for public review. <br /> 43 He also noted that to hold salary increases to two <br /> 44 percent is not possible as , there is binding arbitration <br /> 45 available for the unions and the City. <br /> 46 <br /> 47 Referencing comments :Wade regarding the liquor <br /> 48 operations, the City Manager acknowleged that Apache <br /> 49 Wells is not doing very well but it does supply a <br /> 50- service.
