REGULAR COUNCIL MEETING <br /> OCTOBER 13 , 1992 <br /> 3 PAGE 11 <br /> 4 <br /> 5 <br /> 6 kept operational anticipating the growth of Apache Plaza. <br /> 7 Changes in drinking habits have also impacted the liquor <br /> 8 industry. <br /> 9 <br /> 10 Regarding the availability of the proposed 1993 budget , <br /> 11 Councilmember Marks suggested that the process could be <br /> 12 opened up. He recommended that copies be available at the <br /> 13 county library, the school library and the fire stations <br /> 14 in addition to those already located in the liquor <br /> 15 operation sites . <br /> 16 <br /> 17 Jerry Faust , who chairs the Planning Commission, feels <br /> 18 the budget is a matter of perspective. Regarding the <br /> 19 matter of salaries , he feels no one is being overpaid. He <br /> 20 recalled the frequent turnover of City Managers and felt <br /> 21 some emphasis should be put on retaining present <br /> 22 employees . He also feels that residents get very good <br /> 23 service from the Public Works Department . <br /> 24 <br /> 25 Mr. Faust noted there is an anticipated $131 , 000 loss of <br /> Local Government Aids and questioned where this was <br /> accounted for in the proposed budget . <br /> 28 <br /> 29 The City Manager advised that $20 , 000 was included in the <br /> 30 budget anticipating a portion of this loss . An increase <br /> 31 of 7 . 2% would have covered the total anticipated LGA <br /> 32 decrease. <br /> 33 <br /> 34 Mayor Ranallo stated he initially became involved in <br /> 35 local government because of frequent turnovers of staff . <br /> 36 He too sees longevity as being important but feels that <br /> 37 realistically salaries will not retain an employee if an <br /> 38 attractive enough offer is made elsewhere. <br /> 39 <br /> 40 The Mayor inquired if any members of the Council had <br /> 41 additional direction for the City Manager . There were no <br /> 42 responses . <br /> 43 <br /> 44 Mayor Ranallo thanked all of the department heads who <br /> 45 attended the meeting. The new budget format will be <br /> 46 presented at the next Council work session . <br /> 47 <br /> 48 8 . PUBLIC HEARINGS <br /> 49 <br /> 50 There were no public hearings . <br /> • <br />
