WSB &Associates,Inc. <br /> Date: December 12, 199 7 <br /> Revised Date: January 8, 1998 <br /> (Amended by the St.Anthony Storm Drainage Task Force on January 7, 1998.) <br /> Re: Recommended Implementation Plan for Responding to Flooding <br /> Problems in the City of St.Anthony <br /> WSB Project No. 1065.10 <br /> As a follow-up to action taken by the City Council at their meeting on Wednesday, December 3, <br /> 1997,we have prepared a recommended implementation plan to be utilized to provide a step-by-step <br /> approach to address the storm water flooding problems in the City. <br /> This plan has been prepared,taking into consideration general direction provided by the storm water <br /> management task force at their meeting on Tuesday, December 2nd; direction provided to us by the <br /> St. Anthony City Council at their meeting on Wednesday, December 3rd, 1997; information <br /> developed over the past months as part of work that was completed by WSB, and public <br /> informational meetings held over that period of time. <br /> Outlined herein is a listing of the activities we recommend be undertaken in their order of priority <br /> so.as to address the flooding problems within the City. This listing of activities identifies each of <br /> the tasks,along with general information and observations relative to considerations that were used <br /> in selecting and justifying each task. <br /> Task 1 - Increase Storm Water Utility Fee <br /> This task would increase the Storm Water Utility Fee within the City to $13.00 per quarter for <br /> residential property, (4.3 times the current rate) and increase commercial rate 2.5 times the current <br /> rate. General information and justification for this recommendation includes: <br /> This action recommends a utility fee that is as high or higher than those surveyed and <br /> • maybe one of the highest in the Twin City Metropolitan Area.
