Preliminary Draft-Implementation Plan for Responding to Flooding <br /> Problems in the City of St.Anthony • <br /> WSB Project No. 1065.10 <br /> December 12, 199 7 <br /> Page 2 <br /> can reasonably do within the community to fund improvements that are needed,and <br /> we very much need outside funding assistance. <br /> • Increasing the utility fee in the above manner would generate approximately <br /> $165,000 annually. <br /> • This increase in utility fee is not adequate to allow for the implementation of the <br /> program outlined within the WSB report and assumes outside funding needed. <br /> • As can be observed in later tasks, if outside funding for these activities can not be <br /> secured to the extent needed,task 6 anticipates an additional increase in storm water <br /> utility fees as necessary. If outside funding can be secured to the desired level the <br /> fee would not need to be increased. <br /> • This option makes available a time period over which grant funding can be solicited. <br /> Task 2 -Establish Flood Proofing Grant Program • <br /> As part of this task a Flood Proofing Grant Program would be established with$50,000 to$100,000 <br /> made available annually to implement flood proofing projects. This grant program is recommended <br /> to be implemented in the following way and for the following reasons: <br /> • It is recommended the Flood Proofing Grant Program fund projects that would be <br /> paid for with 65% City funds, and 35%homeowner funds. This ratio is consistent <br /> with that used in city street reconstruction work. <br /> • Property owners can submit applications to the City through a competitive <br /> application process. Applications will be submitted by April 1, 1998 and approved <br /> by May 15, 1998 for construction in the summer of 1998. <br /> • Grant applications would be reviewed and prioritized based on amount of damage <br /> received in the `97 storm, frequency of flood occurrence, cost benefit ratio for <br /> proposed project, and total cost of the project. (Lower cost projects would receive <br /> higher consideration). <br /> • A grant application package including directions would be prepared and made <br /> available to homeowners wishing to submit such applications. <br /> • <br /> F.I WP I Y1N11065.101171797.memo <br />
