Preliminary Draft-Implementation Plan for Responding to Flooding <br /> Problems in the City of St.Anthony <br /> WSB Project No. 1065.10 <br /> December 12, 1997 <br /> Page 3 <br /> • Grant applications could be solicited to fund flood proofing improvements that were <br /> constructed since July 1, 1997, provided the work that was undertaken received <br /> approval through the City building permit process. <br /> • Grant .funding would only be available for physical improvement projects <br /> constructed outside or adjacent to the house to prevent flood water inundation of the <br /> structure. These activities could include lot regrading, sealing walkout and lookout <br /> openings. No,sump pump/drain tile/basement water proofing work would be <br /> eligible. <br /> • Grant applications that are submitted and not funded in a given year would be <br /> allowed to resubmit their application the following year. The general concept is that <br /> if the project has merit, it would likely be funded in the next five+years. <br /> • Without the flood proofing grant program, the cost to construct storm drainage <br /> improvements will increase significantly. <br /> Task 3 - Purchase Homes Selected for Removal <br /> Homes identified for removal would be purchased and facilities would be constructed in locations <br /> specified no later than 1999. It is anticipated that up to five homes would be purchased. <br /> Task 4 -Attempt to Secure Grants <br /> Continuous efforts will be taken over the next four + years to receive outside funding for storm <br /> drainage improvement projects. Potential units of government for which funding could be secured <br /> includes the State of Minnesota, Rice Creek Watershed District, Hennepin and Ramsey Counties, <br /> Federal Government, Mn/DOT, County Highway Departments, adjoining cities, Soil and Water <br /> Conservation Districts, FEMA, and the Metropolitan Council. This effort will attempt to secure <br /> outside funding in the amount of$5 to $6 million. <br /> Task 5 - Construct Storm Drainage Improvements <br /> Storm drainage improvements will be constructed to the extent funding will allow during the period <br /> 1998 through the year 2002. <br /> F.•I WP W1 M!06 S.!01!7!29%.memo <br />
